Good observation from you. The hopefuls are scattered around the country that’s why it is difficult to get everyone involved in the protest, plus the fact that many too are working and are afraid of losing what they have got. “A Bird at hand is a Bird!” Therefore, it will not be easy to get crowd for any protest, though we are all interested in par-taking.

Guys each time I visit here and read the several posts, one thing is certain that we are truly the best standing out in the congregation of many. I can feel the doggedness, courage, and willful power emitting from our collective efforts. As skillful men, this is the time to put on thinking cap and use our number “6”. If you understand the game of chess you will know what exactly am talking about. I have seen reasoned with some guys why direct contact with the MPR was discarded. Permit me to raise these suggestions:
1. The publication should be carried out ASAP if not 3 major dailies, then at least 2 well red (e.g. Thisday and Vanguard).
2. If there is still no positive replies regarding the situation at hand then lets petition FCC, under their watchful eyes atrocities are being perpetrated in federal Government jobs. Since they chose to be Toothless bull dog, lets smoke them from their comfort zone. The situation looks paranoid as I suspect the top brass in FCC also get their quota in every FG recruitment thru the back door. This is Naija style. NNPC inclusive in this petition. The petition should be address to the minister of justice and the presidency copied. – I stand to be corrected.
3. In carrying out item 2 above, we must consult a human right lawyer and approach the assistance of the Legal Aid corps or voluntary organizations in this light. No matter how dicey it may seem, there is no giving up. Thank You.

@All, this is another week and the 3rd week of June to be precised. This process has been deliberated for too long and we may gradually lose our substance if care is not taken. I have said it over and over again, let us take things stepwisely and see how ideas will confront us with the way forward. The protest which was held though may not have been as expected but trust me it is on record and it can be reffered to when it matters. However i suggest that a post publication protest should also be anticipated if the publication does not produce the expected response or defence from the appropriate quarters. We have said that the publication is not the end point of this struggle rather it will be the beginning of a better planned potential protest; this is because our voices would have been heard all over. I also suggest that the publication be in form of a letter/notice of scam perception demanding a response with a deadline indicated, so that at the end of that deadline, a protest can then be perpetuated. i am also of the opinion that the issue of the protest should only come up after the set financial target has been met after which we can then start deliberating on the best way to carry out the protest, that is only if a tangible and favourable response is not expressed. My fellow hopefuls i advise that we stop procrastinating ideas, lets move forward and do the needful. We don't have time, i expect that the publication be initiated this week and prepare for a post publication protest next week. The target for a turn around in this much awaited struggle MUST BE THIS MONTH OF JUNE which marks half of the Calendar year. Finally i want to say that we have great minds on this forum that will make the post publication work this time, but let us not ponder on it for now until the publication is achieved. PLEASE CONTRIBUTE YOUR QUOTA NOW.

though am not a hopeful bt av kept faith with this thread since inception as am also a jobseeking naija youth....must confess u guyz av really bn inspiring bt my advice to you is on d content of the publication..i tink due to d kind of political climate we operate in, it my be important to state in the publication that you all decided to levy urselves to pool d needed funds togetha, dis important cos govt can easily get sympathy from painting this as a sponsored move by the opposition and thus bury it all in dirty politics so the wordings av to be well chosen and has to be clearly stated dat its not jus d work of political detractors but purely tired nigerian jobseekers who yearn for explanation...kudos to u all..i pray God gives u closure soon enuff..cheers!

I know this noble house would rise to their feet in applause as they not only entrust you with the mantle of leadership but also in coronating you as a 'field marshal'. I have just one minor concern though, if you're truly a hopeful and could assist with 'anything' why did it take you so long to come out and help,your timing coinciding with us making fundamental decisions as against mere talk and speculations is also a 'bit' of a concern. Whatever needs to be done, need to be done on time. I advise the house should just go ahead with the publication. We have dilly-dallied for too long on this subject. Whatever happens after that should determine next course of action but I am against visiting the petroleum minister.

I such much appreciate what who have mentioned in Number 2. Concerning the petition to FCC.
House, I believe that we have carried out the following actions now;
(1) we did sometime publish in The National mirror concerning this recruitment- No feedback so far heard from NNPC/DPR or any quarter concerned.
(2) we did write to NNPC before protest
(2) We did carry out protest which to a large extend was only in lagos.
Going by what Bravejustice had said, I think we should look at it holistically. It should be our next action, but how do we get this human rights activists- I once mentioned it that we need them to complete this struggle. So, it will be of greet advantage we actually address our next line of action to quarter whose responsibility it is to over see such "allegation" of recruitment misappropriation. And this rests in FCC. So, our publication should be petitioning FCC straight away. So, any one with idea of how we can get in touch with Legal Aid corps should help.

@all dis publication stuff can be achieve in a cheaper way by organising a press conference where we can have large number of press-men attending. Debrown has suggested it before now. He told us he has a contact in Abj who will help us in organising it, with dis we can have press-men from widely read newspaper attending it. We can motivate them by giving them atleast 5k/press man as T- fare. @divine enigma Can also help with his Top tv broadcaster contact to help in airing the press conference on tv or help us with interview session in his tv station. Lets do something time is running out.

FUNCTIONS AND TARGETS OF FEDERAL CHARACTER COMMISSION |
The Commission shall ensure: (i) that all fresh recruitments into the Public Service nationwide comply with the Commission Guidelines and Formulae on Equitable Distribution of Posts; (ii) that the best and most competent candidates from each federating units nationwide are employed to fill vacant positions meant for indigenes of such units. For this purpose, the Commission shall ensure that employers of labour in the Public Service introduce and adhere to an open competitive selection process aimed at recruiting the best candidates available; (iii) that henceforth, distribution of public service investments in socio-economic amenities and infrastructural facilities shall be done in a fair and equitable manner such that each federating unit nationwide is adequately catered for, provided that the proposed guidelines on this aspect are promptly approved by the appropriate authorities. (iv) the receipt, analysis and publication of up-to-date manpower statistics of all Federal Government ministries, agencies and parastatals by December 31, 2005. (v) regular periodic update of the manpower statistics of Federal Government ministries, agencies and parastatals and be made easily accessible on the website. (vi) that it provides, within five working days of the receipt of a written request by any member of the public, any information on manpower statistics relating to any Federal Government ministry, agency or parastatal which are not available on the website provided such information are not classified. (vii) that it reduces by at least 20%, the margin of existing imbalances in the level of representation of the federating units in government ministries, agencies and parastatals by July, 2007, provided the embargo on recruitment into the public service is lifted. (viii) that each state of the Federation and the FCT, respectively attain not less than the statutory 2.5% and 1.0% representation in the manpower distribution of each of the Federal Government ministries, agencies and parastatals by 2010. (ix) that upon receipt and registration of any petition at its Head Office, the Commission shall within five working days, acknowledge receipt and refer same to the relevant department or state office in appropriate cases for investigation. (x) that where a petition was submitted at any state office of the Commission and the state office is of the view that the subject matter is one which should be handled by the Head Office, it shall transmit the petition to the Head Office within one week of the date of receipt. (xi) that where a petition discloses a prima facie case of violation of the Guidelines and Formulae, it shall within three weeks forward a copy of the petition to the offending agency for its reaction. (xii) that the requisite enforcement machinery is set in motion within two months of the receipt of the reaction of the offending agency. (xiii) that within three months from the date of conclusion of investigations, it sets in motion, machinery for prosecution of defaulters of the Federal Character Guidelines and Formulae and may, in appropriate cases give defaulters an opportunity to make amends. (xiv) that within one week of conclusion of investigations, it notifies the petitioner of the outcome.

GUIDING PRINCIPLES OF FEDERAL CHARACTER COMMISSION |
Guiding Principles and Formulae for the Distribution of all Cadres of Posts Commencement:
In exercise of the powers conferred on it by section 4 (1) (a) of the Federal Character Commission (Establishment, Etc.) Decree No. 34 1996, the Federal Character Commission (hereinafter referred to as the ‘commission”) hereby prescribes the following Guiding principles and formulae specified hereto for the distribution of all cadres of posts in all services throughout the federation. GUIDING PRINCIPLES AND FORMULAE
1. Each state of the Federation and the Federal Capital Territory shall be equitably represented in all national constitutions and in public enterprises and organizations.
2. The best and most competent persons are recruited from each state of the Federation to fill positions reserved for the indigenes of that state or the Federal Capital Territory.
3. Once a candidate has attained the necessary minimum requirement for appointment to a position, he shall qualify to fill a relevant vacancy reserved for indigenes of his state or the Federal Capital Territory.
4. Where the number of positions available cannot go round the states of the Federation or the Federal Capital Territory, the distribution shall be on zonal basis but in the case where two positions are available, the positions shall be shared between the northern zones and the southern zones.
5. Where he indigenes of a state or the Federal Capital Territory are not able to take up all the vacancies meant for them the indigenes of any state(s) or the Federal Capita Territory within the same zone shall be given preference in filling such vacancies. Provided that where the zone to which the preference is given fails to take up such vacancy the indigenes from any other zone shall be considered for the appointment.
6. Each states shall produce 2.75 per cent of the total work force in any Federal establishment while the Federal establishment while the Federal Capital Territory shall produce 1 percent for the indigenes of the Federal Capital Territory provided that the Commission may adopt a range so that the indigenes of any state of the Federation shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(a).
7. In the case of distribution on Zonal basis the Commission shall adopt another range such that the indigenes of a particular zone shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(b)
8. The six zones shall each consist of the following, that is
a. North Central Benue , Federal Capital Territory,
Kogi Kwara, Nassarawa Niger, Plateau.
b. North East Adamawa, Bauch, Borno, Gombe,
Taraba, Yobe
c. North West Jigawa, Kaduan, Kano, Katsina, Kebbi,
Sokoto, Zamfara;
d. South East Abia, Anambra, Ebonyi, enugu, Imo;
e. South South Akwa Ibom, Bayelsa, Cross River,
Delta, Edo, River;
f. South West Ekiti, Lagos, Ogun Ondo, Osun, Oyo.
9. Depending on the number of states within each zone, the Commission shall adopt three ranges such that the indigenes of any state within a zone shall not constitute less than the lower limit or more than the upper limit of the range applicable to the zone as set out in paragraph 12(c).

Let me state it here categorically that news paper publishers are not a group of activists with a common goal of fighting currupt practises in the economy selflessly, on the contrary even though some of our publishers hold transparency, accountability and genuineness of sources of reports to a high esteem, their primary aim is to make profit. In other words they are not a charity organisation where every report gathered will be emphasized on the front pages without looking at the cost benefit alalysis. Please permit me to say that some of us need to know the primary aim of this news paper HEADLINE publishing, which is to present our case as one of the most pressing problems in the country(as it has to do with the future of the Nigerian graduate/youth) alongside disheartening issues as the Boko haram, Dana airplane mishap, Lawan Farouk(the embodiment of embarrassment) e.t.c
I have been opportuned to be talking to a journalist of one of the major dailies who filtered into my ears that to get our experience to be on the head lines will not be precedent on sympathy or some struggle for apartheid emancipation, however it will be seen as 'business' regardless of the importance and potential benefits of the outcome of the struggle to Nigerians, even though the context/content may still be scrutinized and sources ascertained before publishing. It is on this note that i'm in suppport of us taking destiny into our hands by financing the publication oursleves without having to rely on editors sympathy, who's timing could be discretional. Bare in mind my fellow patriots that ethically when a service is paid for without sentiments, they will be obliged to execute considering the terms of agreement before payment was made. This shouldnt be the time to rely on permutations, we need reality now, it is too late to gamble, our focus is on getting results within next couple of days with the suitable resources and ideas available. We are not happy for the delay NNPC has created in issuing our appointments after the interviews in July/August 2011 for job placements.
Several appeals had been made to this effect , yet nothing is done, no transport reimbursements, no offer letters. We are not happy about this development.
Please, we are calling on the NNPC Board/Management to act as soon as possible as Q2 ends in June.
This process has taken longer time for its conclusion.

Took the interview almost 7pm, missed last flight, rushed to the air the next day to catch 1st flight.

Summary of all the points and tangible options
1). carry out another peaceful protest in Abuja
Abuja people, are we ready? At least, the lagos zone had shown that every thing is possible. And that we own our destiny.
Of course the Abuja zone will make more impact if the come out for real. We already have a leader there.
let the coordination start, so that we hit them with our peaceful protest by 25th June, monday.
After which;
2). While the coordination and strategies for Abuja is going on, we write an article to be published either Tuesday or wednesday 26th or 27th June as a follow up
heat. Depending on the the outcome of Abuja's.
This article shall detail;
i) Nov/dec. 2010 advertorial NNPC/DPR recruitment (can't remember the date for DPR) to the last interview conducted. Even, that our transport
allowance has been embezzled, hence the total silent.
ii) that people are being employed outside the merit list already prepared by the board members (Even though we may not have enough prove, but we all
Know is happening. so, let us hit it on them)-this may make the board to speak in defence. Hence the total silent.
iii) we can also mention president Jona's politicking with Job creation hence the present happening in the NNPC/DPR under his watch.
iv) The FCC should also answer why the have been keeping quiet. the name of the Chairman should be mentioned.
v) concerned Nigerians call that the merit list ( best hands to do the needed job) with the board should be released unadulterated to end this corrupt
recruitment and put the best Nigerians at the best place in the right time.

The fact dat at present I may not av d capacity 2 do certain things doesnt hinder my mind from thinkin abt dem. At least dis is an open forum; wat i cant do someone else may b able 2 but d idea may not av popped into his/her mind. If the FGN through the Minister for Finance will hurrily lunch a Program targeted @ empowering the youths to start their own businesses or expand what they have already(YOUWIN)and see to it's conclusion in record time, why can't the same energy be put by the FGN through the Minister for Petroleum see to it that this recruitment is concluded?
Was it the same old corruption of doling out money to the children,friends,relatives, boyfriends or girlfriends of their cronies all in the name of YOUWIN.
Our story must be heard, and we will stop at nothing unless this recruitment is concluded.
According the Minister for finance and the President himself awarded this cash gifts to the so called winners of the contest and promised to monitor the implementation, why are we not getting the same here? There is no way anybody can convince me that this whole saga has not gotten to the Presidency, no way.
Nigerian youths let's rise up and demand justice, let's fire full cylinders, let's tell the story to the whole world. They can never steal our rights....

@patorini, the fg has not started paying the youwin winners yet. My neighbor who won is yet to get the money from the fg. The major problem we are facing is a complete lack of focus on the part of the fg. They say one thing and then do the other.

@trillville did he attend the awards dinner? What is the meaning of an awards dinner?. Anyway my emphasis is on the energy put by the FGN to that project. Empowering the youths can come in diverse ways. The FGN has to create jobs and more especially create the enabling environment for jobs to be created. I had sourced for two different loans(N10 million) from the so called Nigerian banks to expand one of my business and to revive another business that went down due to mismanagement, with very good collateral. After all said and done the payback terms was very discouraging. When l probed futher they said they will be very pleased to finance contracts from oil and gas companies, and also to finance projects which payments will have to come to them directly by my clients and not the other way round. Now tell me, how will l expand my various businesses to be able to employ more nigerians and pay them well. I know a lot of Nigerians are in similar situations, so how do we now marry all these together.
The issue of if there are no jobs, you create one. Are you going to create job with your teeth? Most businesses you see are owned by people who are gainfully employed, they channel their income into creating viable businesses.
Let's go all out and support this course, let the contributions flow in.

@patorinni, I just called him now and he said that he attended the ceremony at abj but that the winners were not given any money. They did not even get refunded for their accommodation or transport fares talk less of receiving their winnings. That they were not even given a meal to eat. All boys had to survive on their own. Very said right?
