    GUIDING PRINCIPLES OF FEDERAL CHARACTER COMMISSION
    Guiding Principles and Formulae for the Distribution of all Cadres of Posts
    Commencement:
    In exercise of the powers conferred on it by section 4 (1) (a) of the Federal Character Commission (Establishment, Etc.) Decree No. 34 1996, the Federal Character Commission (hereinafter referred to as the ‘commission”) hereby prescribes the following Guiding principles and formulae specified hereto for the distribution of all cadres of posts in all services throughout the federation.
    GUIDING PRINCIPLES AND FORMULAE
    1. Each state of the Federation and the Federal Capital Territory shall be equitably represented in all national constitutions and in public enterprises and organizations.
    2. The best and most competent persons are recruited from each state of the Federation to fill positions reserved for the indigenes of that state or the Federal Capital Territory.
    3. Once a candidate has attained the necessary minimum requirement for appointment to a position, he shall qualify to fill a relevant vacancy reserved for indigenes of his state or the Federal Capital Territory.
    4. Where the number of positions available cannot go round the states of the Federation or the Federal Capital Territory, the distribution shall be on zonal basis but in the case where two positions are available, the positions shall be shared between the northern zones and the southern zones.
    5. Where he indigenes of a state or the Federal Capital Territory are not able to take up all the vacancies meant for them the indigenes of any state(s) or the Federal Capita Territory within the same zone shall be given preference in filling such vacancies. Provided that where the zone to which the preference is given fails to take up such vacancy the indigenes from any other zone shall be considered for the appointment.
    6. Each states shall produce 2.75 per cent of the total work force in any Federal establishment while the Federal establishment while the Federal Capital Territory shall produce 1 percent for the indigenes of the Federal Capital Territory provided that the Commission may adopt a range so that the indigenes of any state of the Federation shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(a).
    7. In the case of distribution on Zonal basis the Commission shall adopt another range such that the indigenes of a particular zone shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(b)
    8. The six zones shall each consist of the following, that is
    a. North Central Benue , Federal Capital Territory,
    Kogi Kwara, Nassarawa Niger, Plateau.
    b. North East Adamawa, Bauch, Borno, Gombe,
    Taraba, Yobe
    c. North West Jigawa, Kaduan, Kano, Katsina, Kebbi,
    Sokoto, Zamfara;
    d. South East Abia, Anambra, Ebonyi, enugu, Imo;
    e. South South Akwa Ibom, Bayelsa, Cross River,
    Delta, Edo, River;
    f. South West Ekiti, Lagos, Ogun Ondo, Osun, Oyo.

    9. Depending on the number of states within each zone, the Commission shall adopt three ranges such that the indigenes of any state within a zone shall not constitute less than the lower limit or more than the upper limit of the range applicable to the zone as set out in paragraph 12(c).

    I think we have the right to petition NNPC and other fraudulent public recruitment thu FCC based on its stated functions and targets.

    @all dont waste our time on any petition Fcc it will nt work becos i was there when fcc write letter to mpr for dpr recruitment but nothin she did.this people is lyke u dont knw them.let hit mpr with our planed publctn then a renewed and wel plan protest in abj.guy financial contrbn is what matters most.pls just drop urs

    @starch, where were you during the protests of 11th June? I do not disagree with you, but the fact remains that it's easy to make statements, without commitment!

    Therefore, I challenge you to lead this campaign: propose a date, call together the students/hopefuls and stage a protest!

    Let me state it here categorically that news paper publishers are not a group of activists with a common goal of fighting currupt practises in the economy selflessly, on the contrary even though some of our publishers hold transparency, accountability and genuineness of sources of reports to a high esteem, their primary aim is to make profit. In other words they are not a charity organisation where every report gathered will be emphasized on the front pages without looking at the cost benefit alalysis. Please permit me to say that some of us need to know the primary aim of this news paper HEADLINE publishing, which is to present our case as one of the most pressing problems in the country(as it has to do with the future of the Nigerian graduate/youth) alongside disheartening issues as the Boko haram, Dana airplane mishap, Lawan Farouk(the embodiment of embarrassment) e.t.c
    I have been opportuned to be talking to a journalist of one of the major dailies who filtered into my ears that to get our experience to be on the head lines will not be precedent on sympathy or some struggle for apartheid emancipation, however it will be seen as 'business' regardless of the importance and potential benefits of the outcome of the struggle to Nigerians, even though the context/content may still be scrutinized and sources ascertained before publishing. It is on this note that i'm in suppport of us taking destiny into our hands by financing the publication oursleves without having to rely on editors sympathy, who's timing could be discretional. Bare in mind my fellow patriots that ethically when a service is paid for without sentiments, they will be obliged to execute considering the terms of agreement before payment was made. This shouldnt be the time to rely on permutations, we need reality now, it is too late to gamble, our focus is on getting results within next couple of days with the suitable resources and ideas available.     I just looked back and recounted what kind of recruitment NNPC embarked on. Job Advert (Nov/Dec 2010)..............3 months............Aptitude/Skills Test (March 26,2011)...............3months..................Jo b Interview (July/Aug, 2011).................infinite months.....................Job Offers. Why must ask WHY the delay? infact, the appointment is too long .

    We are not happy for the delay NNPC has created in issuing our appointments after the interviews in July/August 2011 for job placements.

    Several appeals had been made to this effect , yet nothing is done, no transport reimbursements, no offer letters. We are not happy about this development.

    Please, we are calling on the NNPC Board/Management to act as soon as possible as Q2 ends in June.

    This process has taken longer time for its conclusion.

    The copy of this message was sent to NNPC contact on nnnpcgroup.com, we don't know if they check such messages.

    A man left is pregnant wify, sneaked out of office to catch the last flight a day to the interview> Took risk against BOKO ARE RAM bombing, endure search and almost harassed by fully kitted army men, lodge in a good place, woke early to prepare to interview.
    Took the interview almost 7pm, missed last flight, rushed to the air the next day to catch 1st flight.


    Thunder fire all those sitting on the result.. May they know no peace.. May anything they lay their hand into rustway!!! May they keep dreaming…………………………….May they lose their job as some hopeful had already lost theirs..
    May sickness visit them, may they be harassed!! May they waste money just ask most peeps wasted money of flight ticket, food, hotel and airport taxi..
    May their expectation be cut-short.. just as the Hopefull have waited patiently for transport refund..
    ..and much more…

    MAY all those that have benefited from the NNPC recruitment ( especial the consultants, and NNPC staff) and have not done anything to ensure the correct result is release on time;
    May they have sleepless night, May they have strange dreams. May all there illegal runs be exposed.

    Too much talk! Now we have passed the stage for dialogue. If there's anything that makes that woman to act the busy-body its a scandal. Give her one! Don't let some who have been employed thru connection fool you. Distribute these publication into two or three well read dailies
