I thought that there were still tuition free universities in Sweden until I found the info. Universities in Sweden used to be Tuition Free for both EU and Non-EU/ international students, but beginning with the autumn semester 2011, Swedish higher institutions will be introducing application and tuition fees for international students (except Nationals of member states of the European Economic Area -EEA - i.e. the European Union countries, Iceland, Liechtenstein and Norway, and Switzerland) who apply for courses and programmes at universities and university colleges. Students applying for international courses and programmes in English at the first cycle (undergraduate) and/or second cycle (Master's) level have a deadline of 17 January 2011 for autumn semester studies and 15 August for spring semester studies.

You can read this article on how to apply to study in sweden. The international fees are still reasonable. http://www.afterschoolafrica.com/201...weden-for.html
