John Snow, Inc. (JSI) is a US based international Public Health consulting firm and manages two (2) projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the United States President's Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections.

In addition to the PH program areas, the USAID DELIVER PROJECT also works in Malaria and Avian Influenza and the selected candidate may be tasked with supporting these areas of work when necessary. JSI is seeking to employ a Logistics Advisor and two DDIC State Coordinators. In addition to the Reproductive, Maternal, Newborn and Child Health (RMNCH), TB and other Essential Medicines program areas, the USAID /DELIVER PROJECT also works in Malaria and Avian Influenza and the selected candidate may be tasked with supporting these areas of work when necessary. JSI also implements the Supply Chain Management System (SCMS) contract for the US Government as part of the US Presidents Emergency Plan for Aids Relief.

Job Title: Logistics Advisor, Public Health

Job Location: Abuja, Nigeria

Job Description


  • The Logistics Advisor, Public Health will be responsible for supporting USAID DELIVER PROJECT's day-to-day RMNCH, TB and other Essential Medicines and commodities logistics technical assistance activities, in collaboration with project logistics officers based in the selected states in which the project works, stakeholders and partners for federal and state governments as well as other multilateral, bilateral and NGO stakeholders.
  • The Logistics Advisor, Public Health will report to the Director, Public Health.


Specific Tasks:

  • Maintain a work plan for USAID DELIVER PROJECT Public Health Commodities Logistics system strengthening activities in collaboration with JSI staff and partners.
  • Support the establishment and routine meetings of procurement and supply management coordination working groups and committees for PH commodities.
  • Provide technical leadership and support for annual national/state quantification and procurement planning of PH commodities, in collaboration with all program stakeholders and partners.
  • Facilitate the design and implementation of assessment and evaluation studies and to analyze and present results to stakeholders.
  • Provide technical input in developing Standard Operative Procedures (SOPs) for routine PSM activities for PH commodities, and participate in developing training curricula and in training federal and state-level program and logistics officers in implementing and monitoring adherence to the SOPs.
  • Monitor and provide supportive supervision to the national logistics officers and state level teams as appropriate
  • Collaborate with other JSI project personnel in harmonization efforts for the logistics systems in the health sector in order to establish a harmonized commodity logistics system including logistics management information system (LMIS) for use in managing all different commodity groups.
  • Work closely with JSI Nigeria management on managing relationships and maintaining routine communications with USAID, UNFPA, SFH, NTBLCP, TB-CAP WHO, and all other DElIVER stakeholders.
  • Help write outline quarterly and annual reports for submission to program funders.
  • Contribute to identifying best practices and success stories for JSI Nigeria's periodic logistics bulletin.
  • Work with Short-Term Technical Assistance (STTA) providers to provide required TA for activities and also facilitate transfer of skills to appropriate local staff.
  • Any other duties as assigned.


Qualifications
Applicants for this position should possess the following minimum qualifications:


  • An advanced clinical degree or a Masters Degree in Public Health, Pharmacy, Logistics Management or Business Administration
  • 3 to 5 years of professional experience in health programs for the Logistics Advisor Position.
  • Specific experience in MNCH programs strongly desired.
  • Proven experience in managing public health programs or projects in Nigeria or similar developing country context
  • Demonstrated ability to monitor, supervise, and train in health service programs
  • Extensive knowledge of the Nigerian public health sector. Strong analytical and problem solving skills
  • Excellent technical writing and oral presentation skills highly desired
  • A proven ability to work as part of a team and to be self-managing
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint Ability and willingness to travel in the field
