Try my conversion way:
Your scanned document should naturally be in jpeg 4mat.
Now, right click and open with Microsoft office picture manager, click on edit picture on the top tool bar, click compress picture on the tool box opened on right side, click on either web pages or email messages, click on ok below, then save as...(or simply save).
Now, copy and this picture on a new word page, then go to file and click save as. From the dialog box you see, select pdf from the "save as type:" drop down arrow. Then give it a file name and save it wherever you want it. You r done.
Each document should be an average of 100kb.

@ Oba1, thought it was stated the total of all your uploads should not be more than 150KB and you're to upload like 4 to 5 documents.
