Technical Assistance - PSF Structural Engineering Services- Ref 01
JOB KNOWLEDGE:
• Extensive progressive work experience, including supervision, preferably in project and staff design engineering, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
• Knowledge of oil & gas industry standard and codes, design practices, regulatory codes and quality standards for engineering of offshore facilities.
• Knowledge of practices and procedures for project control, construction, procurement, quality assurance, environmental safety and health; of the EPC and TIC (total installed cost) businesses; and of the proposal and bid processes.
• Maintaining continuous contact with work in progress by reviewing or approving, design basis, key drawings or design concepts and specifications developed by the project groups and reviewed by the discipline staff.

KEY TECHNICAL SKILLS:
• Offshore and or onshore plant structural or architectural design
• Onshore and or offshore or FPSO engineering and design experience
• Knowledge of systems, calculations, applications of methods, materials and the useof computers and 2-D and 3-D computer aided design (CAD) automation using Microstation and PDS within the discipline.
• Skilful in performing and validating third party calculations.
• Knowledge of Health, Safety, Environmental assessment for discipline design.
• Proficient in the SESAM structural analysis software and ability to perform in place ,fatigue, modules, transportation, lifting and on bottom analyses.
• Familiar with the codes (API, RP2A, ASME, WSD and AISC).
• Knowledge of Microsoft Office products.

Specific Activities:
1. To follow-up Engineer’s activities related to structures studies and ensure compliance with Company/Project specifications and with the requirements of the project documentation.
2. To ensure that the wellhead structural systems and equipment comply with the contract requirements and with acceptable industrial norms and practices
3. Liaise with contractor’s design staff as and when required to ensure efficient and timely resolution of all issues identified during engineering work.
4. To participate in testing and inspection activities at site and at supplier facilities
5. To monitor construction, outfitting and commissioning activities at the onshore fabrication site and during offshore installation, hook-up and commissioning
6. To participate in Value engineering, HAZOP, HAZID, Safety review etc
7. To anticipate problems, offer solutions and inform COMPANY
8. To keep COMPANY informed of main decision and/or orientation.
9. To report to COMPANY on progress of his activities and any changes thereto
10. To comment on Engineer’s documents and coordinate other Company specialists comments
within allowed time.
11. To liaise with other Company staff at site and at other locations for coordination of interface
design and other activities
12. To comment on contractor documents in due time.
13. To review proposed deviations and give recommendation for project management approval
14. Organize weekly and/or monthly co-ordination meetings with Engineering Contractor as appropriate.
15. Ensure Engineering Contractor provides proper reporting of the progress of his activities


Qualification : Civil engineering degree or an equivalent education and have extensive professional experience and maturity, and a performance track record, team behaviour, interpersonal skills and ability to work with others in a time and cost constrained environment.

Technical Assistance - Security Management Services- Ref 02
JOB KNOWLEDGE
• Identify and evaluate the risks related to the project activities
• Prepare and update the project security referential
• Control that the project team and the contractors follow the security referential

Specific Activities:
1. To maintain, update, support and enforce the project security documents.
2. To promote Security in the project.
3. Review the suitability of the Contractors security plan for the different project locations.
4. To ensure that Project security reviews are regularly and properly conducted. Ensure that the decided actions are diligently completed ( actions monitoring )
5. To prepare and implement Internal Audit Plan.
6. To monitor the Internal audit findings & remarks.
7. Check the level of security awareness of the project members and organise specific training when necessary.
8. Organise drills to test the effectiveness of the Security plan
9. Supervise the project POB system.
10. Monitor & coordinate marine operations, including:
• Contractors vessels, installation barges, cargo barges,
• Company supply vessels, tankers, security boats, etc,
• Trigger MWS audits & inspections,
• Assist planner in follow-up of marine operation schedule,
11. Monitor & coordinate logistic between shore and site of
• Company and Contractor personnel (helicopters),
• Containers (food, waste, etc),
• Fuel.
12. To submit a weekly report to his hierarchical superiors and check daily reports from site during naval operations.
13. - Establish road-book for activities mentioned above.
14. - To carry out any other duties or tasks that may be assigned by his hierarchical superior.

Specific Activities:
1. To follow the Contractor’s activities in his discipline and ensure compliance with project specifications.
2. To report to the Head of Engineering on progress of his activity and on changes to basis for design.
3. To ensure that scope of work is fulfilled in his discipline.
4. To review and analyze planning updates including critical path for discipline related activities;
review and approve progress for discipline related activities, and coordinate with Project planning engineer.
5. To follow-up (if any) procurement, construction, expediting, FAT, for discipline related activities.
6. To anticipate problems in his discipline and inform the Head of Engineering.
7. To liaise with other disciplines to ensure consistency of the work.
8. To coordinate with Operations to ensure compliance of the works with company’s requirements
9. To comment on contractor document in due time.

Qualification : Civil engineering, mechanical engineering degree or an equivalent education and have extensive professional experience and maturity, and a performance track record, team behaviour, interpersonal skills and ability to work with others in a time and cost constrained environment.

Technical Assistance - Offshore Operation Coordination Services-Ref 04

Description of the SERVICE:
To plan, monitor and coordinate the marine part of the development project with regard to procedures, quality, HSE, and schedule optimisation, ensuring that the works are executed to the full satisfaction of Operations.
To ensure that subordinates and contractors are aware of and comply with HSE rules and
regulations.
Specific Activities:
- Be the point of contact for all marine related operations
• for Contractors,
• within project team,
• within organization (Logistic & Support Operations ‘LSO’, Field Operations),
• with subsidiary ,
• with external parties (Marine Warranty Surveyor ‘MWS’)

- Plan communication flow process between all concerned parties and warrant proper implementation.
- To pursue the HSE objectives defined by his hierarchical superiors.
- Assist Contractors in elaborating bridging documents, SIMOPS, etc.
- Monitor & coordinate marine operations, including:
