Mandate of the Department:
The thrust of the UNAIDS Office is to effectively contribute to the national AIDS response with high level policy, strategic guidance and technical support to scale up towards universal access to HIV prevention, treatment, care and support. In this regard the UNAIDS Country Office will be playing a high level policy driven role, providing intellectual and strategic leadership on AIDS, high quality technical support, promoting and advocating for sustained high level engagement of government and civil society. In addition, the UNAIDS Country Office will continue to play an important role in facilitating the leveraging of Global Fund resources and monitoring grants performance by supporting the Country Coordinating Mechanism (CCM). As convener of the Joint UN Team on AIDS and a Secretariat of the UN Theme Group on AIDS, the Country Office will strive to ensure strategic relevance, coherence, simplification and harmonization of the Joint UN Support Plan to the National Strategic Plan and monitor its implementation.

Main tasks and Responsibilities of the Position:
The incumbent will report to the UNAIDS Country Officer. In close collaboration with other members of the UNAIDS Country Office, Co-sponsors - especially WHO - and relevant partners and stakeholders, the incumbent is assigned the following responsibilities:

  • Contribute to a systematic effort to scale-up and integrate basic programme activities to reduce sexual transmission of HIV, including condom promotion and distribution, prevention programming among affected key populations and behaviour change programmes.
  • Promote the scaling-up of and access to programmes on elimination of Mother to Child Transmission of HIV and if relevant HIV prevention programmes for people who inject drugs through advocacy directed at partners and stakeholders at national level.
  • Assist the UCC in advocating for the rolling-out of treatment programmes, care and support (including facility based testing), ensuring buy-in from, involvement of and support to country level treatment advocacy groups. Engaging affected communities in the planning and design of treatment programmes; strengthening community based service delivery to respond to increased demand for and uptake of testing and treatment services.
  • Coordinate the UCO efforts to ensure a comprehensive and coordinated HIV prevention and treatment response, in line with identified international targets, with all partners and stakeholders at national level, including facilitating the implementation of advocacy strategies to raise the priority of HIV.
  • Identify the implications of scientific findings for country programming in relation to the prevention - treatment continuum and share findings with national counterparts and other stakeholders.
  • Identify bottlenecks in programming and implementation, guides problem solving processes and involves a large group of stakeholders, including people living with HIV.
  • Proactively contribute and provide support to the UNAIDS Country Coordinator including preparing reports, talking points and briefs.
  • Perform other duties as required.


Required Qualifications
Education:

  • Advanced university degree in the following areas: epidemiology and behavioural surveillance, social and behavioural sciences, public health and demography.

Experience:
Essential:

  • A minimum of 7 to 10 years of professional experience in the HIV and AIDS field with a focus on policy and advocacy and implementation of HIV prevention and/or treatment programmes.

  • Experience working with UN agencies, governmental agencies or civil society organisations at regional or country level.


Languages:

  • Essential: Advanced knowledge of English.
  • Desirable: Knowledge of another UN official language.

Remuneration
Annual salary: (Net of tax)

  • USD 67,483 at single rate
