Topic: VACANCY: State Team Leader(s) - Kano, Cross River, Kaduna

• Our client seeks qualified candidates with demonstrated relevant competencies for State Team Leader positions in an upcoming project in Nigeria. Team Leaders will be responsible for all operations at the state level within a larger national project aimed at Supporting Improved Business Regulatory environment in selected states in Nigeria. Team Leaders will report to the Project Management Unit and work closely with other Team Leaders to ensure effective coordination across states. Specifically, duties shall include:
  
  
  Provide leadership for project operations at State Level and act as interface between PMU and State project
  
  In collaboration with project hub, the successful candidate shall lead the development and implementation of State strategy for project
  
  Develop objectives and annual work plans for support to federal agencies (if any), to be agreed with concerned agencies and approved by PMU
  
  Develop a strategy for knowledge management to support implementation
  
  Define coordination mechanisms and ensure ongoing coordination between other programme components and with the other State Level Programmes; liaise closely with PMU to ensure a coherent approach to partners at state level
  
  Make all logistical arrangements (e.g. salary, housing, transport, medical insurance, and equipment for designated State project as well as for accounting, disbursement of funds, reporting and monitoring procedures). Ensure all activities are carried out in line with stipulated procedures and guidelines of funding agency
  
  Provide financial management oversight for State Project ensuring financial reports are accurate and timely
  
  In close coordination with the PMU and other State Level Programmes, develop a comprehensive performance management framework. A key underlying objective must be progressing towards use of government M&E information to measure programme performance; consistent with the performance management framework, ensure baseline data is in place, undertaking baseline surveys where necessary.
  
  Building on the work of the Investment Climate Programme, the Security, Justice & Growth Programme and other relevant initiatives, support state governments where necessary to develop structured reform plans for the areas identified in the scope of services
  
  Work closely with the Investment Climate Programme (which ends mid 2010) to ensure a smooth transition and uninterrupted support to key reform activities.
  
  Other appropriately assigned tasks

Requirements for Eligibility
Relevant academic qualification; 5 years of professional experience; and extensive local knowledge and contacts in preferred pilot area
Ability to write high quality professional report and persuasive presentation skills
Ability to work with people from other cultures
IT literacy & familiarity with software applications in areas of specialization
