The World Bank Office in Abuja seeks applications for the position of Procurement Consultants The Procurement Consultant is a member of the Country Office staff recruited locally and based in Abuja For day-to-day assignments and responsibilities, the Procurement Consultants report to the Lead Procurement Specialist based in Abuja, Nigeria.

The operations and country procurement services, in the Africa Region of the World Bank, are provided by the Africa Region Procurement Group (AFTPC) that is part of the Operational Quality and Knowledge Services Department (AFTQK). AFTQK also includes the Financial Management Services Group, the Results and Learning Group, the Operations Support Group, and the ACT Africa Group (AIDS Campaign Team for Africa).

In view of the increased demand on Procurement oversight and capacity building, the World Bank Nigeria Country office, based in Abuja, which houses one of the seven (7) Procurement Hubs in the region, invites applications from qualified and experienced Procurement Consultants, with proven integrity and track record. Initially, two top candidates will be appointed on an Extended Term Consultant (ETC) appointment basis for a period of one year (subject to extensions based on good performance and need) On the basis of a thorough review of the applications received, a consultant roster will also be maintained for future short term assignments for specific activities, such as to conduct post procurement reviews, to provide assistance on any specific procurement supervision in Bank financed operations. The Country office has a Lead Procurement Specialist (LPS)/Procurement Hub Coordinator, who is supported by three procurement professionals. The selected consultants will be required to work under the supervision and guidance of the LPS, with close collaboration with other procurement staff, task team leaders and members.

The Procurement Consultant will:

(i) provide procurement support during project preparation; and project implementation of the project portfolio in Nigeria financed by the Bank;

(ii) support the World Bank’s Operational team in prior reviewing contracts (including review of procurement related documentations, i.e. procurement plans, Request for Proposal, Bid Documents, Evaluation Reports and Contracts and prepare responses to be sent to Executing Agencies for the Task Team Leader’s consideration) and provide general advise to the World Bank on concepts, procedures and practices of international and national procurement.

(iii) in consultation with the World Bank’s procurement team be required to provide advice to the Task Team Leaders on how to resolve difficult procurement issues under Bank financed Project in Nigeria.

(iv) be required to participate in supervision missions and will be required to provide input to the joint supervision mission by conducting an in-depth review of the procurement operations including review of procurement status of major procurement packages for goods works and consultant services and Post Procurement Review of documents of randomly selected contracts-

(v) Review of Procurement records management system;

(vi) Review of the procurement capacity and performance of the project and agree on specific actions based on the finding of the review: and

(vi) prepare post- procurement review reports reflecting all findings and proposed action plans. The consultants will be required to travel within Nigeria.

The successful candidate should be holder of a Masters degree with major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce); A minimum of 5 years of direct relevant experience in procurement, including broad expertise in the management of public procurement in the Public or private sector; At least three years of relevant work experience in procurement under World Bank or other International Financial Institution (IFI) funded projects; Good knowledge of all concepts, principles and approaches in procurement,; and significant experience in preparation of procurement plans, bidding and contract documents for procurement of goods, works and consultant services; Strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in writing in English; Strong interpersonal skills and orientation as a team member.
