What is Problem Mangement?
Problem Management is closely related to Service Desk and Incident management, but differs in the sense that, its main concern is to eliminate infrastructural errors, by finding underlying actual or potential causes of errors. Unlike Incident Management which is a reactive process, Problem Management is a Proactive Process, which does not only improve problem solutions but also locates areas of improvement and free up resources. Problem Management also deals with tracking and monitoring of infrastructure.

There is a clear cut line between this and Incident Managment. But the truth is this: Problems are known errors in our infrastructure or configuration item.
