    MS General System Engineer

    Abstract
    The main purpose of the Functional Role (Managed Service (MS) Engineer) is carried out within the Managed Service Telecom Operations Practice (MS TOP) area and covers the Operational Skill/Position:
    Service Engineer, System Engineer and/or Optional: Dispatcher

    1 Responsibility
    1.1 Process responsibilities (Operational Skill)
    1.1.1 System Engineer

    The System Engineer Operational Skill is typically working with resource layer functionality activities associated to the (Resource Management & Operations (RM&O) Readiness- Fulfillment, Assurance and Billing (R-FAB) process areas.
    The System Engineer is responsible for changes introduced to the resource layer functionality and to contribute in the creation and improvements to OC procedures and routines to keep the configuration, dependability performance & billing provisioning at specified level.

    1.2 Functional responsibilities
    The engineer performs configuration and integration support of nodes and solutions to the Core, Access and Services Networks as well as for Telecom management solutions. The engineer ensures that the integration is performed as planned and verifies that the solution is working as agreed.
    • Operational Knowledge of Access (MSS) GSM network
    • Operational Knowledge of Access (BSS) GSM network
    • In depth Knowledge of Network Design and features of GSM Core/BSS/Transmission networks
    • High Level troubleshooting Support to such as Front office and Back office and Integration teams
    • Analyze the customer’s existing systems, needs, and requirements
    • Do presentations and participate in technical discussions with customers
    • Participate in customer projects, handling scope, risks, changes and
    Customer expectations
    • Do presentations and participate in technical discussions with customers
    • Perform advisory studies and pre studies
    To adhere to the appropriate working methodology for managed services.

    1.3 Functional/Operational Skill Activities

    1.3.1.1 SM&O Readiness
    The main activities are the following:
    • Define and set up of service management routines, schedules and reporting templates based on goals and priorities defined by Management & Control / Operations management
    • Co-ordinate work with other R-FAB Operation process / work areas
    • Planning of work for SM&O back office & front office based on main goals and priorities defined by operations management
    • Define NMS system / support systems set-up and authority administration for collection of service performance statistics data in co-operation with systems engineers
    • Responsible for authorization and specification regarding utilization of additional and specialized (custom) tools used (i.e. non EAB commercially available products or other vendor products)

    1.3.1.2 SM&O Fulfillment
    The main activities are the following:
    • Prepare, test and implement services configuration data changes for end user service activation, restoration and / or severability performance optimization
    • Prepare, test and implement services configuration data changes for updates to service network layer functionality and / or severability performance optimization

    1.3.1.3 SM&O Assurance
    The main activities are the following:
    • 2nd level restoration of service network layer functionality
    • Collect and analyze service performance data and ensure that appropriate short term measures for optimization are taken to secure that service performance meets specified severability or traffic ability criteria
    • Provide service performance reporting with adequate information i.e. root cause analysis, to enable stakeholders and / or SIP processes to determine appropriate long term service and / or network resource improvements.

    1.3.1.4 SM&O Billing
    The main activities are the following:
    • Prepare, test and implement Provisioning of service & specific instance rating reports
    • Analysis of impact of the provisioned services towards others; i.e. interconnection, roaming
    • Analysis of Event records to identify on non chargeable Events and overcharged Events
    • Analysis of Event records to identify fraud and prevent further occurrences

    1.3.2 System Engineer Activities
    The System Engineer is normally associated to the following generic MS TOP process areas:

    1.3.2.1 RM&O Readiness
    The main activities are the following:
    • Define and set up of resource management routines, schedules and reporting templates based on goals and priorities defined by Management & Control / Operations management

    • Planning of work for RM&O back office & front office based on main goals and priorities defined by operations management

    2 Authority
    2.1 Major decisions
    2.1.1 System Engineer

    The System Engineer shall have the authority to act on relevant problems and to decide on what OC procedures and routines for resource restoration that shall be invoked to ensure that resource configuration and / or resource quality problems are corrected according to prevailing requirements.
    The System Engineer shall have the authority to specify improvement proposal for resource layer functionality and to escalate within the department / group as well as to system support units / supplier partner functions so that resource layer may be maintained at specified level.

    2.2 IS/IT access
    ECN and Operation Center access is required.
