Its simple, get a bootable CD of the Operating System that u were using or that u want like Windows XP, Windows Vista, Windows 7. This depends on the configuration of your system.
Most importantly, u must have your system drivers . Do not format if u dnt hv it, else u might loose your audio, VGA, network etc.
Where is ur location & whats the name of ur system?
U'll need 2 update the drivers after formating from ur device manager.
I guess u shuld b able 2 work by now.

Thanks BUU, i am greatful. I'm Lagos-based. I'm with a toshiba satellite pro U200. I can get to work now. but please if i may ask again, is it possible to update the drivers by downloading the drivers after formatting?
Its better u get it b4 formattin. U'll need it as time goes on. U can look 4 somebody who uses ur kind of system or u can try a universal driver. It'll help u in formattin other laptops or desktops. U can also try download. All the best
One more thing, u might not or can not use ur system 4 the download of ur drivers bcos the network driver is not updated.
Be guided equally
As BUU rightfully said, its better to download your drivers before formatting cos u might not be able to connect to the internet cos ur network drivers wont be there anymore. This means u might have to use another computer to download the drivers and transfer them to ur computer using a flash drive thus risking ur computer being infected again.
