    • New PIB ready in two weeks

      The revised Petroleum Industry Bill has been submitted to the President
      ARTICLE | JUNE 30, 2012 - 3:59AM | BY ELIZABETH EMBU


      President Goodluck Jonathan, has directed that the revised draft of the Petroleum Industry Bill (PIB) be ready for submission to the National Assembly in the next fourteen days (14days).
      This is even as the Special Taskforce on the Review of the Petroleum Industry Bill and the Petroleum Industry Bill Technical Committee yesterday submitted their reports to the President and other stakeholders.
      Speaking to journalists at the Presidential villa after the draft bill was presented to the President, the Minister of Petroleum Resources, Deziani Alisson-Madueke, said the revised draft which is a product of a 50 year effort, is expected to be discussed first at the next Federal Executive Council (FEC) meeting.
      "We will go forward now as directed and prepare for the presentation to the Federal Executive Council, my assumption therefore is that within the next 10 to 14 days, it will be in their hands but again that will be at the pleasure of Mr. President.
      "Ours is to present it and review it with government stakeholders as it is done for every bill that is done for the government to present.
      "This bill has been 50 years in the making, it has taken a long time. It went through the entire gamut of the sixth session of the National Assembly and it did not get promulgated into law. In agreement with the seventh assembly, we took it back and completely reviewed it again.
      "This is not a small bill, it is a critical bill for this country and for our oil and gas sector, therefore at this point, government will do the final review and put it in front of the FEC for approval; part of that process is that it will go through the Attorney-General office. Nigerians should understand that we have been in a hurry for a long time to put this bill out but we will try to ensure that by the time it enters the National Assembly, we are very comfortable with it and we are putting forward a bill that we believe the oil and gas sector can stand on and can grow on for many years to come in this country."
      On what makes the new bill different compared to the former one, she said "the teams have reconfigured the various sections. The fiscal regimes used are so much different. The manner and templates for various calculations have been looked at differently and other fiscal areas.
      "The issue of domestic gas and fiscal regime for domestic gas have been looked at robustly. The issue of the reconfiguration of the NNPC to ensure that going forward, it becomes the commercial entity that it is supposed to be and we can actually grow a first rate national oil company that over the years will grow to compete with other national oil companies of the likes of Petronas, Petrobras etc.
      " All these have been looked at. The administrative roles and some of the others have also been looked at. The intention to ensure that going forward, the Ministry of Petroleum Resources is actually a professionally run ministry and that it engages professionals in the oil and gas sector to work within the ministry which is not the case at all now.
      "We have professionals now, but they are along the administrative line. We want to ensure that like other agencies of government, there are professionals in the ministry itself so that the ministry is not dependant solely on its technical status."
      Speaking further on the bill, she said it took the committees about six months because of the extensive revision of the bill that has been done.
      " A lot of details have gone into it; we have looked at the fiscal regime, we have looked at the reconfiguration of the NNPC to ensure that going forward, it becomes the commercial entity it should have been all along. We have also looked at other administrative roles within the gamut of the sector as well.
      " I think that the teams have done a very good job; we are very pleased."
      Mr. President she also said has directed the Ministry of Petroleum along with relevant government stakeholders to do the final overview and prepare it for presentation to the Federal Executive Council.
      The Nigerian National Petroleum Corporation (NNPC) new Group Managing Director, Andrew Yakubu who also spoke to journalists, said the new management team of NNPC will ensure transparency in its dealings as a way of correcting people's perceptions about the corporation.
      He noted that workers of the corporation are dedicated to service, adding that there were areas that needed improvement.
      "NNPC staff is dedicated to service, they are professional, and there are areas of improvement that we can bring to bear.
      "You will agree with me that in the recent past, we have had quite a number of challenges; a lot of eyes are on us on the way we do our business. Those criticisms have been taken on board, my new management will plough them back into the system, we will review our processes and we will reposition NNPC for growth."
      He noted that NNPC "is the mainstay of the nation’s economy and so it must be repositioned for better service; adding further that the corporation must be repositioned" to support the economy."
      He said the new management team " will work very hard to work with the Nigerian public, all the stakeholders. We shall be transparent and responsible. We will work towards changing the perception."
      He described his appointment and that of other members of the management team "as a call to service."
      On the PIB Bill
      He said "The PIB Bill is supposed to cut across the oil and gas industry. NNPC as a national oil company is a component of that bill. What we will do is to make our own input. Every country will want to grow their asset base, grow their expertise and grow the various key components that will enable them grow in terms of asset and expertise. We will make our own inputs into all those elements to ensure that they are properly captured".
      On how the new management intend to win the confidence of Nigerians, he said, "We will involve all the stakeholders. We shall be open and transparent as possible and we will take in good faith all the comments and observations that have been made about how we do our business. We will bow to advice and constructive criticisms."

    Brethren gud evening. I want to sincerely apologies to this house bcos the letters didnt come yestarday as i did mention. At this point, i have resolved to stop posting on this thread & promise to never use any other user name to post on this thread, if the letters dont come next week. God knows that i have never posted any thing unless i have faith in its source. Things keep shifting & i dont know why? If any body tells u that letters havent been printed, then he isnt saying the truth. The only reason why we didnt get our letters yestarday was that; yakubu told them not to dispatch the letters until he confirms 4rm alison. Thank God she knew about oniwon's directive, so she told him to go ahead. Depacalon & co never lied to us. It was just dat their sources were abit faster than events. I know the kind of coments that would follow this post yet i'm getting used to such already. Thanks

    @Terraco: from the content of ur last post, it obvious you were more of being genuine. Though ur faith still carries you till next week for the letters, I will want u to know that it thus happen. We have seen and heard this kind of info before. It probably come from the very reliable source but turned otherwise. What I expect of you is to resolve on more strategies for the publication in steady of the initial. The house still need ur worth of knowledge. God be on our side.

    if ur source asked wat letters where being dispatched as of wednesday in dhl, he would hv been told cbn apptmnt letters bt if he asks for nnpc he would be told that it is expected next week bcos the directive is on hold till next week by allah's grace and the new management cant reverse the approval of the chairman of the board, the minister to dispatch letters. Kalokalo i knw wat am saying i need not to come out bragging who i am or who am close to. Am only impress with the maturity of the members of the forum simply because it takes to learn sharing each others knowledge and ideas. I may think twice to give a fone number for you to kol in dhl to give you some details. We are not distracting the house from its giant strike in seeking for our right. More grease to ur elbows. Just pray its fair as its being said by a ged who is still retained in the board. May allah help us all.

    Even if letters are to be dispatched,d publication will still go ahead to 'REMIND' the President of the plight of we the Nigerian Graduate at the hands of Recuiters...

    You might be correct afterall, bcos I also heard from a friend at NNPC ,not in Abuja ,that letters of appointment had been dispatched at the late hours the out.gone mgt was going but he did not confirm that anyone had gotten letter.At the same time I called NNPC staff at Abuja and he told me that nothing like that . I think that the new GMD, Yakubu had to be cautious about the process bcos it requires money for its implementation, which I thought he had to get directive from Pet.Min in order not to run into problem. But from another angle, was new GMD . Engr Yakubu not among mgt b4, did Mrs.Diezaini not sign the list , she signed the list late hour when Engr. Oniwon was leaving,did Engr.Oniwon going was unexpected at that time that he did not release b4 now,was Yakubu not informed or new mgt might want to reconstitute the list for their own interest or delay it till PIB is passed
