NIGERIAN NATIONAL PETROLEUM CORPORATION AND DEPARTMENT OF PETROLEUM RESOURCES WITH MIRAGE EMPLOYMENT CAPABLE OF CREATING INCAPABLE CIVIL SERVICE
It is becoming a pattern for the Nigerian National Petroleum corporation and her sister corporation, the Department of Petroleum Resources to start up a nation wide recruitment that is dully published in the national dailies for qualified Nigerians in different fields of studies, and later abandon the process unattended. This unaccepted thread has elicited so much condemination among the Nigeria populace as it poses a serious malfunctioning in the civil service system. Especially, when people making up the civil service are highly incompetent that may have come through the "back door". A highly competent civil service is a Crown to the government.
There is no doubt that, the NNPC has one of the best recruitment process in Nigeria owning to the standard applicants go through during recruitment process stages. But " The ends justifies the means". This best recruitment process will have no difference with a waste in the bin if after spending tax payers money to hire one of the best recruitment consultants through which qualified Nigerians for the job are selected, it then ends it with a perpetual silent as was the case of NNPC, 2008 nation wide recruitment.
In march, 2010 the Department of Petroleum Resources called on qualified Nigeria graduates (University and Polytechnics) for various positions in the establishment through the national dailies. After which qualified graduates applied and were invited for aptitude test across the nation. Those who made the aptitude test were subsequently invited for oral interview. Up till this moment, nothing has been heard from the DPR concerning the release of appointment letters to the successful candidates.
Also, in the last quarter of 2010, the hope of many unemployed Nigerians was heightened with the release of the recruitment campaign by th Nigerian National Petroleum Corporation, the NNPC in November. This was a period when political campaigns ware at the centre stage for 2011 elections. The job advert was made public with a large number of applications in four categories namely: Graduate Trainee, Trainee Operators, Experience Hire and Contractors. And applications were made till the advert expires December 31, 2010.
The corporation in conjunction with phillips consulting limited invited thousands of pre-qualified candidates to an aptitude/skills test which was held on Saturday, march 23, 2011 at various centres across the country. Many of these graduates took the risk with the hope of contributing their worth to the national development and took part in the aptitude test with no reimbursement whatsoever.
Subsequent to the release of the result for the aptitude test, candidates were invited for oral interview as usual at the NNPC towers, Abuja between July and August, 20011 to end the interviewing of over four thousands that made it to the interview. Till this moment, the NNPC and DPR had not published the names of the successful candidates according to the Federal Character commission act. Neither have they reimbursed these unemployed candidates which could have borrowed to make the interview at the period when the security situation was very prevalent.
The Nigerian Unemployment online Movement reminds his excellency, president Jonathan for his promise to fully implement the job creation committee's recommendations. According to the president at the first ever presidential summit on job creation, he said his government will seize the opportunities that abound in the agricultural and downstream petroleum sectors of the economy to engage the country's youths productively so they don't become prey for mischievous elements.
In conclusion, we call on all relevant bodies, agencies and government; the National Assembly, the Federal Characters Commission, NNPC and DPR board , National Human Rights Commission and the presidency to inquiry into this urgly pattern being set by the NNPC and DPR in this recruitment saga, to urgently come to the aid of unemployed Nigerian youths in the view to resolving the delay experienced so

The NNPC been a Govt owned company should not be engaged in backdoor recruitments, because the FCC act binds it. They cannot prove that they have not employed.

Re: A new thread for NNPC Hopefuls
The NNPC is not regarded as a civil service organization, it is technically a public service corporation....
Your first paragraph made a blanket generalization about the NNPC and DPR's precedents of abandoned recruitments. You might want to restructure, since the DPR has not had a stalled recruitment.
Some spelling check will also do
E.g Duly was spelt as dully
Owing as owning in the second paragraph
On a general note , nice piece...I only wonder if it was meant to be an "open letter to the president"...the tone tilts towards an "article" .
Good morning, good people

I know I should not be commenting on this thread but I just can't help it. I understand your plight, but you guys need to thread softly. I am assuring you that the Management of DPR and NNPC will frown at that article you are about to publish. They run the organisations and know when best to employ regardless of your agitations. I hope you know that only few of you made it through the interview? I wonder what will happen when the letters are out. Hope we won't hear of multiple suicide cases? Move on with your lives people. Can't you work elsewhere rather than the NNPC?Besides that article was too amerturely constructed. Didn't the writer prove-read before posting? So many uncompleted sentences and spelling errors! I hope you won't end up making mockery of yourselves? (I am out of here before the bullets start flying)

Re: A new thread for NNPC Hopefuls
Papa-CC, before the bullets fly, it is important you know that some of us appreciate your sense of responsibility. In all honesty apart from the impression that this recruitment is their an opportunity to grab a part of the "national cake", I cannot understand the protest being called here.
That the agitators have decided to ignore questions that pertains to the health of these institutions and their plan for future reveals alot........NNPC Must employ irrespective of the fact that their subsidiaries are performing sub-optimaly or with the absence of a most desirable act.
Candidates can enquire about this process, but it does not require mass hysteria.............

I think heading like IS THIS ANOTHER JOINT RECRUITMENT SCAM BY NNPC AND DPR will be appealing and lawyers in the jouse should also contribute by citing appropriate section of freedom of information bill to give some legal implication.
Also, if this can be in the form of open letter or sos to the president it will be good and i advice we ensure punch news paper is among the medial we use as he said on presidential chat that he read the paper and minute on those address to the presidency and take action. If we can broiadcast it on the social media and get one or two activist lawyer to start a case on this issue maybe through freedom of information and take them to court while some of us that work in this media organisation can help push this into media maybe we can force them to make a press statement on this. Just advise oooooo

The lord has set our feet on higher grounds, our pedestal is beyond the comprehension of the forces of darkness, we send the holy ghost fire to consume all messengers from Hades, our time of glory is here and it shall manifest, for as many that are under this prophetic canopy, i decree that you shall know no lack, the windows of heaven shall open in your favour, there shall be a floodgate of abundance that will be flung across your path, you shall soar like the eagles the children of men shall behold your glory. @ 4gkelvin, you are another leader and very down to earth individual, you have contributed your quota, and i salute your devotion, God bless you, but may you please permit me to expressly state that letters of such importance should naturally depict the no mean intellectual stature of those it represents, it is only exigent that we call on those whom have shown dexterity with the pen and have proven they are masters of the art. 4gkelvin i know you are a first class engineer and can hold your own anyday, but please lets leave this field to those who have proven to be excellent with their pen, and like a forumer said 'all brucoleurs can proceed to handle their linguistic pen' (seunlove), lets saddle people like seunlove, patorinni, jeffisme, prof salvage and naijahpatriot with this onerous responsibility. 4gkelvin, for this you have done i prophesy unto your life, go forth within three months and pick your letter any where in the world, you are a global star, you shall not remain jobless this year in the name of Jesus, your barns shall be filled and it shall overflow, you shall know no sorrow in Jesus name, i see the doors of mercy being opened, you shall manifest the glory of God in the name of Jesus.

Re: A new thread for NNPC Hopefuls
I think we are beginning to have a divided house.
I beg to stop on the divided house as time shall tell if i'm right or wrong.
Pls keeping the suggestions coming
NNPC/DPR STILL HOLDING ON THE LIST OF SUCCESSFUL CANDIDATES FOR THE 2010/2011 RECRUITMENT.
It is becoming a pattern for the Nigerian National Petroleum corporation and her sister corporation, the Department of Petroleum Resources to start up a nationwide recruitment that is duly published in the national dailies for qualified Nigerians in different fields of studies, and later abandon the process unattended. This unacceptable trend has elicited so much condemnation among the Nigerian populace as it poses a threat of serious malfunction in the public service system.
There is no doubt that, the NNPC has one of the best recruitment process in Nigeria owing to the standard applicants go through during recruitment process stages. This best recruitment process will have no difference with a waste in the bin if after spending tax payers money to hire one of the best recruitment consultants through which qualified Nigerians for the job are selected, it then ends it with a perpetual silence as was the case of NNPC, 2008 nationwide recruitment.
In March, 2010 the Department of Petroleum Resources called on qualified Nigeria graduates (University and Polytechnics) for various positions in the establishment through the national dailies through Eraproserve, a consulting firm. Qualified graduates applied and were invited for aptitude test across the nation. Those who made the aptitude test were subsequently invited for oral interview; but to our greatest dismay nothing has been heard from the DPR concerning the release of appointment letters to the successful candidates even after the list of the shortlisted candidates has sailed through Federal Character Commission(FCC).
Also, in the last quarter of 2010, the hope of many graduate Nigerians was heightened with the release of the recruitment campaign by the Nigerian National Petroleum Corporation, NNPC in November. This was a period when political campaigns were at the centre stage for 2011 elections. The job advert was made public with a large number of applications in four categories namely: Graduate Trainee, Trainee Operators, Experience Hire and Contractors; as applications were made till the advert expired December 31, 2010.
The corporation in conjunction with Phillips consulting limited invited thousands of pre-qualified candidates to an aptitude/skills test which was held on Saturday, March 26, 2011 at various centres across the country. Many of these graduates took the risk with the hope of contributing their worth to the national development and took part in the aptitude test.
Subsequent to the release of the result for the aptitude test, candidates were invited for oral interview as usual at the NNPC towers, Abuja between July and August, 2011 to end the interview process of over four thousand persons that made it to the interview stage. However, till this moment, the NNPC and DPR have not published the names of the successful candidates according to the Federal Character commission act. Neither have they reimbursed these candidates who threw caution to the winds to make the interview at the period when the security situation was very sensitive.
The Nigerian 2010/2011 NNPC/DPR recruitment online Movement reminds his Excellency, president Jonathan of his promise to fully implement the job creation committee's recommendations. According to the president at the first ever presidential summit on job creation, he said and I quote "This government will seize the opportunities that abound in the agricultural and downstream petroleum sectors of the economy to engage the country's youths productively so they don't become prey for mischievous elements".
Nigerian will be as productive as the government under which they support. In Feburary 2012, many organisations and MDA's came defending their 2012 annual budget of which the Minister of petroleum resourcse, Mrs. Diezani Alison Madueke also came highlighting the cause of high cost of 2012 budget comprising N51,324,227,840.00 for recurrent expenditure while N8,340,300.00 is for completion of ongoing capital projects. She could be right to say that, the intending recruitment was responsible for it; hence it is amazing to know that this NNPC/ DPR recruitment has spanned for twenty seven months and ninteen months respectively. Thus, this memo is hinged on the disheartening situation of the 2008 recruitment which did not see the light of the day after undergoing the same recruitment processes, even to medical level.
In conclusion, we call on all relevant bodies, agencies and government; the National Assembly, the Federal Characters Commission, NNPC and DPR board , National Human Rights Commission, the Nigeria Labour Congress and the presidency to inquire into this ugly pattern being set by the NNPC and DPR in this recruitment saga, to urgently come to the aid of these Nigerian youths who holds the peace & unity, growth & developement of the Federal Republic of Nigeria to a very high esteem and have made it on the final list on merit, in view to resolving the perpetual delay of the recruitment exercise ,as well as to eschew any potential protest by concerned Nigeria youths which may misconstrue the highly rated Good luck Jonathan's Administration as not adhering and supportive of programs geared towards the empowerment of the Nigerian youth.

The statement "you shall not remain jobless" is rather harsh. You know that some good % of people here are working class. No hard feelings whatsoever.
@Bebrief, I am still surprise that my name has not make this payment list since a made my contribution.

Re: A new thread for NNPC Hopefuls
@4gkelvin Good job bro however, I strongly felt that our publication should be an open letter to the president if we want to achieve the needed result. Publication of an article will be treated as a pinch of salt and can't hold water. Open letter to the president is the "koko".

They Management of the NNPC and the DPR run the organisations for now does not make them the owners. My friend you make me laugh, can you answer this question? Is it a policy for the NNPC to conduct recruitment every two years? You cannot come and tell us that only "a very few persons made it through the interview" unless you are (1) HR staff of the NNPC or (2) A management of its equivalent in the NNPC. Then in that case you guys have started substituting already.
Check the writers post, the publication is still in its early stages, he is asking for contributions.....
Let the bullets fly, and l bet you it will hit you first.... The more reason why the publication must be made.

Here is what i came up with from 4GKELVIN's piece......It's however open to criticisms and contributions
A YEAR AND MONTHS GONE, NNPC AND DPR 2010/2011 RECRUITMENTS STILL INCONCLUSIVE
In recent times the recruitment campaigns of the Nigerian National Petroleum Corporation (NNPC) have been mired with inadequacies either in the form of outright abandonment (as in the case of the 2008 campaign) or unexplained delays as witnessed with the current 2010 recruitment. The Department of Petroleum Resources (DPR), a sister organization seems to have joined the fray by delaying successful candidates whose names have hitherto been released about a year ago. For organizations which play such central roles in the nation's petroleum industry and by extension, the economy, these recruitment stalemates ought to have been resolved. However, those who are supposed to be answering questions concerning these stalled recruitment exercises have decided to keep mute as if under some oath of secrecy. If public corporations of such standing, which should naturally be the paragons of administrative excellence could treat matters as important as recruitments with such pettiness, where lies the hope of the Nigerian youth at the mercy of private organizations?
In March 2010, the Department of Petroleum Resources advertised various recruitment positions in the establishment in the national dailies through Eraproserve, a consulting firm. Qualified graduates applied and were invited for aptitude test across the nation. Those who passed the aptitude test were subsequently invited for interviews. Thereafter, the list of successful candidates was displayed at Federal Character Commission(FCC). That was (please put the number of months) months ago, and was the last bit of official information the successful candidates had concerning the recruitment.
Also, in November, 2010, the hope of many Nigerian graduates was raised with the advertisement of a recruitment campaign by the Nigerian National Petroleum Corporation, NNPC . This was a period when political campaigns were at the centre stage for the 2011 elections. The job advert was made public with a large number of applications in four categories namely: Graduate Trainee, Trainee Operators, Experience Hire and Contractors. Applications were made till the advert expired December 31, 2010. The corporation in conjunction with their partnering recruiment consultants- Phillips consulting limited, invited thousands of qualified candidates to an aptitude/skills test which was held on Saturday, March 26, 2011 at various centres across the country. Subsequent to the release of the result for the aptitude test, candidates were invited for interviews as usual at the NNPC towers, Abuja between July and August, 2011 . However, at the moment, the NNPC has not published the names of the successful candidates as required by the Federal Character Commission act (please state the relevant sections), neither have they reimbursed these candidates who took the risk to attend the interviews in a period when the national security situation was very sensitive.
There is no doubt that, the NNPC and DPR have one of the best recruitment processes in Nigeria. However of what use is a recruitment process if after the investment of so much funds, efforts, and hopes it is not concluded? Even with the engagement of the best human resource consultants at the expense of the Nigerian taxpayer, these recruitments would only pass as a high level charade and conspiracy against Nigerians, if not concluded with transparency. With the way things are going now, it is becoming very hard for one to come to terms with the issue of youth employment which is been harped by the current administration. The Nigerian 2010/2011 NNPC/DPR online forum hereby wants to remind his Excellency, President Goodluck Jonathan of his promise to fully implement the job creation committee's recommendations. In the words of the president at the first ever presidential summit on job creation, "This government will seize the opportunities that abound in the agricultural and downstream petroleum sectors of the economy to engage the country's youths productively so they don't become prey for mischievous elements". Your excellency sir, this is the time to make good that promise.
A lot has happened that gives room for suspicion of some hidden agenda on the part of those in charge of these recruitment. In Feburary 2012, many organisations and MDA's defended their 2012 annual budgets on the floor of the national assembly . The Minister of petroleum resources, - Mrs. Diezani Alison Madueke (who oversees these two organisations) defended the huge budget of her ministry comprising N51,324,227,840.00 for recurrent expenditure, and N8,340,300.00 for completion of ongoing capital projects. According to her the huge recurrent expenditure was due to various reasons including an impending recruitment process. It is therefore astounding that four months after that defence, the NNPC/ DPR recruitments have not been concluded. As it stands now, the DPR and NNPC recruitments for the year 2010, has spanned for periods of twenty seven and ninteen months respectively. This piece is therefore borne out of a growing concern, predicated on the insidious demise of the NNPC 2008 recruitment campaigns
In conclusion, this medium is a call on all relevant bodies, agencies and government; the National Assembly, the Federal Characters Commission, NNPC and DPR boards , National Human Rights Commission, the Nigeria Labour Congress and the presidency to inquire into this ugly precedent being set by the NNPC and DPR in their recruitments. This is a very important way for the president and leadership of this nation to justify the confidence reposed in them by the NIgerian youth evidenced in their election into the positions they now occupy by grace.
GOD BLESS THE FEDERAL REPUBLIC OF NIGERIA,
GOD BLESS THE NNPC,
GOD BLESS THE DPR,
GOD BLESS THE NIGERIAN YOUTHS,
GOD BLESS THE HOPEFULS
