John Snow, Inc. (JSI) is a US-based international public health consulting firm that manages four projects/contracts in Nigeria through its integrated office in Abuja. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US President\'s Emergency Plan for Aids Relief (PEPFAR). The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID I DELIVER project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries. JSI also provided services under two contracts with the National Agency for the Control of AIDS (NACA), a principal recipient of Global Fund Round 5 and Round 8 grants. JSI is looking to employ a qualified individual for the following position:
DATA MANAGEMENT ADVISOR (ABUJA)
Under the supervision of the Director, Monitoring and Evaluation, the Data Management Advisor (DMA) will be responsible for the design and development of specific databases for collecting, tracking and reporting of program and research data.
Key Responsibilities
The DMA will be responsible for the following:

  • Review/update data management protocols to reflect changes in program information systems
  • Ensure compliance to data management protocol
  • Provide technical guidance and support in the use of databases
  • Ensure regular and timely entry of data into appropriate databases
  • Supervise and carry out data quality checks
  • Coordinate the provision of feedback of identified data quality issues to the relevant department/program leads and follow-up to ensure that corrective actions are taken
  • Participate in data extraction and migration activities from databases and data analysis
  • Develop and participate in capacity building activities in the area of database development and management
  • Ensure security of all databases in coordination with the IT team
  • Participate in the preparation of monthly/quarterly/semi-annual/annual program reports
  • Participate in troubleshooting program monitoring indicator quality issues and implement resolution strategies
  • Participate in periodic monitoring and supportive visits (MSV) to SDPs
  • Work with short-term technical assistance (STTA) providers to provide required technical assistance for activities and facilitate transfer of skills to appropriate local staff
  • Participate in the development/review and implementation of all assessment/survey protocols
  • Perform other duties assigned by the Director, Monitoring and Evaluation

Skills and Qualifications
Applicants for this position should be Nigerian nationals or residents who possess the following minimum skills and qualifications:

  • Bachelor’s degree in a science/quantitative discipline or related field with 3-5 years relevant work experience
  • Proficiency in the use of data analysis software packages (SPSS, EPIINFO, SAS, STATA)
  • Proficiency in the use of Microsoft Office packages, especially Access and Excel, and SQL
  • Qualifications and experience in database design and administration are strongly desired
  • Experience in the management and analysis of data for public health programs is desired
  • Ability and willingness to travel in the field
