Job Description
The purpose of this classification is to perform administrative work with responsibility for human resources generalist duties, specializing in classification and pay studies, supervision of training and development, and all other aspects of human resources. Work involves responsibility for providing specialized support to the Manager. Employee applies knowledge of personnel administration in establishing objectives and job assignments. Employee must exercise initiative and sound judgment in planning, scheduling, and completing assignments in an independent manner.
Essential Functions
Provides information and assistance to employees, supervisors, managers, directors, or other individuals regarding personnel issues, benefits, policies, procedures, timeframes, forms, or other issues; responds to routine questions or complaints; initiates problem resolution.
Coordinates activities involving employee training/education; creates and presents in-house training programs; surveys employees concerning desired and mandatory training needs; develops annual training goals; creates and coordinates training tracts related to career counseling; researches potential training topics; communicates training/education opportunities to employees; maintains attendance records; reviews invoices for training expenses and processes for payment; compiles information for budgetary purposes
Develops and presents in-house training programs to employees.
Assists Manager with specialized projects, including research, data compilation, recommendations for action, etc,
Performs various human resources functions as required for complete cross-training and cross-functioning of the Human Resources team, including but not limited to recruitment, retention, processing of new hires, orientation, processing of employee action forms and status changes, performance reviews, disciplinary actions, investigations, payroll, or other human resources functions.
Participates in salary surveys as appropriate.
Build /improve on existing Compensation and Benefits structure
Minimum Qualifications
Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or closely related field
Must have a broad knowledge of personnel administration including compensation / job analysis, fair employment practices, labor relations, and compensation.
Must be able to handle complex problems encountered using knowledge acquired through training and experience.
Must be able to effectively train all levels of employees.
Must be able to effectively communicate with employees and supervisors, elected officials, outside agencies, and the general public.
Must be proactive in matters relating to all aspects of human resources.
Must be skilled in the use of Microsoft Office.
