no, it wil reach on 15th. Bt if ur in d west, it wil reach on dat 13th.
I'm in d west but with our present decay of postal system, I doubt it would reach on 13th.
I think applications received after 13th will be considered cos of those applying from a long distance. I'll advice that distance should not be a barrier. Just try and send your applications and pray to God for favor.
