Pls house. When a government salary scale is quoted such as contiss or compass, does it include allowances or that is separate?

@Kblaze: simply put, dey askd me 2 choose 2 area in order of preference out of a list of 6 where I would lyk 2 work in d organisation.They asked me 2 reply immediately. Mke una nor worry cos I did my interview on Mon,so logically una own dey on d way.
