Microsoft excel developer needed for a contract job

I need to develop an excel tool for processing updates to a subscriber database. Do you the skills and experience to code an excel based tool?

Excel Developer

The objective of the project is to create an excel tool that intelligently sorts and updates a subscriber database.

It will have the intelligence to process 2 input documents

1.Web backend csv file
2.Delivery report in excel

And produce updated versions of the following

1. Full database
2. Web backend csv file
3. SMS engine loader
4. Error reports

Each row of the input documents will be processed according to a set of rules/algorithms (to be discussed with the developer) then compared with the existing database to create the updates and reports.

The excel tool should function when macros is enabled and have the ability to process thousands of rows of data.

This is urgent, the individual must have experience (proof required) and be willing to deliver this tool within 3 days
