1 Responsibility
1.1 Process responsibilities (Operational Skill)
1.1.1 System Engineer
The System Engineer Operational Skill is typically working with resource layer functionality activities associated to the (Resource Management & Operations (RM&O) Readiness- Fulfillment, Assurance and Billing (R-FAB) process areas.
The System Engineer is responsible for changes introduced to the resource layer functionality and to contribute in the creation and improvements to OC procedures and routines to keep the configuration, dependability performance & billing provisioning at specified level.
1.2 Functional responsibilities
The role is required to perform and lead technical support for operations and system fault restoration.
Forming part of a Transformation Program team of the largest managed service in Africa, this role is required to apply their expert technical knowledge of Transmission Design and Optimization in a recently transitioned service.
Adherence to established Key Performance Indicators (KPI) is critical to the success of the service.
2nd Level service problem restoration of Transmission network faults; prioritize faults and meet working level agreements / service level agreements (WLA/SLA), Handling Trouble Tickets & CSRs.
2nd Level resource configurations & changes into Transmission network within the scope of work, Handling CRs.
To handle emergency situations in Transmission Network.
To keep the SDH/PDH NEs Hardware and Software Configurations Updated.
To perform Acceptance Testing of the new Network Element in Transmission network.
To be able to efficiently use tools like Alex and Primus.
To participate in internal technical discussions in view to improve overall network performance and make recommendations wherever possible.
To contribute in the creation and improvements to procedures and routines within the team.
To adhere to the appropriate working methodology for managed services.
1.3 Functional/Operational Skill Activities
1.3.1 System Engineer Activities
The System Engineer is normally associated to the following generic MS TOP process areas:
1.3.1.1 RM&O Readiness
The main activities are the following:
• Define and set up of resource management routines, schedules and reporting templates based on goals and priorities defined by Management & Control / Operations management
• Co-ordinate work with other R-FAB Operation process / work areas
• Planning of work for RM&O back office & front office based on main goals and priorities defined by operations management
• Define NMS system / support systems set-up and authority administration for collection of resource performance statistics data in co-operation with systems engineers
• Responsible for authorization and specification regarding utilization of additional and specialized (custom) tools used (i.e. non EAB commercially available products or other vendor products)
1.3.1.2 RM&O Fulfillment
The main activities are the following:
• Prepare and implement resources configuration data changes for end user resource activation, restoration and / or dependability performance optimization
• Prepare and implement resources configuration data changes for updates to resource layer functionality and / or dependability performance optimization
1.3.1.3 RM&O Assurance
The main activities are the following:
• 2nd level restoration of resource layer functionality
• Collect and analyze resource performance data and ensure that appropriate short term measures for optimization are taken to secure that resource performance meets specified dependability criteria
• Provide resource performance reporting with adequate information i.e. root cause analysis, to enable stakeholders and / or SIP processes to determine appropriate long-term resource improvements.
1.3.1.4 Responsibilities
The primary purpose is to be able to provide technical support for operations and system fault restoration. Fault remedy requiring on site presence is dispatched to the field operation organization.

2.2 Competence requirements
Telecommunications knowledge e.g. telephony radio/switching principles, traffic concepts, telecommunication network topology and signaling.
Good knowledge on the digital cross-connects principles, data communication and transmission and transport Network Topology & Concepts.
Good knowledge & skills on O&M of Microwave and Optical Network Elements AXX, DXX, High-cap, Traffic Node, Minilink and TXN NMS product of Ericsson.
Good understanding of relevant recommendations/guidelines of ITU.
Should Identify and solve complicated problems that require careful analysis by adapting existing procedures, techniques and methods in the area of BSS Network O&M/Support.
Should have working knowledge of support processes
