Project Manager – A relevant college degree professional, English speaking and writing, with a minimum of ten (10) years experience in the same position and preferred to have several years’ project experience in Saudi Arabia managing similar projects. Responsible for all the phases and disciplines of the project to include the design development, procurement, construction and commissioning to achieve smooth project implementation and acceptance. CONTRACTOR must have employed this individual for at least three years.
Design Manager – a college degree professional with English speaking and writing skills, with a minimum of ten (10) years experience in the engineering management in communication and security project implementations. He will provide resolution of problems, coordinate with Design Engineers and will provide technical assistance and expertise for the successful completion of the WORK. Individual must be capable of conveying management decisions to the work environment and motivate, supervise, and direct engineering teams This individual will report to the Project Manager. CONTRACTOR must have employed this individual for at least two years.
Interface Coordinator
Responsible for overseeing all interfaces between CONTRACTOR SAUDI ARAMCO and related project Contractors. The Interface Coordinator shall be an experienced engineer that is familiar with all aspects of the WORK and is capable of developing equipment installation plans and conveying the plans to other organizations to achieve a smooth implementation. Individual is to converse directly with other Contractors to coordinate work activities.
Construction Manager – English speaking individual with a minimum of five years experience in construction implementation in Saudi Arabia with similar work. Responsible to implement equipment construction/installation, test, and hand-over. Individual reports to the Project Manager. Individual must be capable of conveying management decisions to the work environment and motivate, supervise, and direct installation/test teams. CONTRACTOR must have employed this individual for at least two years.
Project Scheduler - with a minimum of five (5) years experience, of which two (2) years have been in Saudi Arabia. The Scheduler should be familiar with telecommunications design/procurement/construction activities and CPM schedule preparation as defined in Schedule “A”, Paragraph 8. Individual shall also coordinate and be responsible for interfacing with management personnel and maintain accurate status of all scheduled activities
Technical Writer - an English speaking and writing professional individual with a minimum three (3) years demonstrated technical document writing experience and attention to detail. Individual primary responsibility is the development of the System Design Manual. Has the ability to translate and assemble write-ups from discipline engineers into a homogeneous document. Individual should be familiar with telecommunication design as outlined in this Contract and be able to clearly organize studies, analysis, engineering design, equipment definitions, descriptions, test plans and procedures and explain design methodology and approaches in a comprehensive System Design Manual as it pertains to the provided System. Individual is the ultimate focal point to assemble the required deliverables and as such shall be expected to present for review, any deliverable, at any time upon the request.
Quality Manager – As per contract Schedule “Q”
Lead Data Center Engineer (Servers Infrastructure/Storage Virtualization - Proficient in written and spoken English, a minimum of five (5) years hands-on-design experience and configurations both in software and hardware in complex, distributed, scalable windows/Unix/Linux based data center environment, enterprise storage system, and blade servers. He must be a certified implementation engineer (EMC-SAN or equivalent) with proven track record in all aspects of design, implementation, and architecting solutions across multiple technologies such as Fiber Channel, Storage Area Network (SAN), NAS, Server Virtualization, Desktop Virtualization, Storage Virtualization, Clustering, Server Operating Systems, and backup/recovery solutions. Knowledgeable in load balancing technologies at network and application tiers. Expertise in implementation and evaluating infrastructure and associated risks, well-experienced or expert level in Hitachi/IBM/HP/EMC/NetApp storage technology or the like, web services, and cloud computing technology.
Subcontract Manager - This individual is responsible for the supervision, planning, organizing, leading, and controlling of the Security System and Business Solution subcontract activities. Individual should be have a professional degree in MIS, IT and/or Computer Engineering must have a minimum five (5) years experience in electronic and physical security systems. These systems to include expertise in CCTV Surveillance and digital video recording equipment and systems. Should have In-depth knowledge of Core IP Network Routing/Switching, Video Surveillance and the convergence of Information Security and Physical Security, Automated Access Control Systems, Personal Identity Verification, Intrusion Detection Systems, Public Address and Alerting, Explosives Detection Systems, X-Ray Systems, Vehicle Barrier Systems, Under Vehicle Inspection Systems is required. Individual is also to have expert level knowledge in enterprise computing, business intelligence gathering, business process management and automation. Should have a proven record in human resource information system project management, decision support system, content management system, enterprise portals, and data warehousing. Knowledgeable in workflow and business processes.
Lead IPTV System Engineer (IPTV/VCS/VSAT/STB)
English speaking and writing employee experienced working with large-scale deployment of IPTV solutions, different streaming (HTTP, RTSP, RTP) standards, TV distribution and switching, expert level knowledge in LAN, Wireless LAN, WAN and Authentication, and bandwidth provisioning. Must have a minimum of five (5) years relevant experience in design, installation, testing, and commissioning.
Lead Telephone Engineer (IP Telephony/UC/Emergency Phone – English speaking and writing employee experienced with the IP Telephony, Unified Communications, PABX, Telephone/Hotline System, VoIP, and Soft phone implementations. Equipment standard design, installation, testing, and commissioning. Must be at least Network+ and CWNA certified with a minimum of five (5) years relevant experience.
Lead Electrical Engineer (UPS/Power) - English speaking and writing employee experienced with the design/construction work activities for AC/DC and UPS power systems standard installation practices. Must have a minimum of five (5) years relevant experience. Individual should be able to engineer, develop construction drawings, and commission AC/DC power systems. He must be familiar with installation of batteries and battery room standard installation, power distribution system, cable routes and the like.
Lead Inside-Plant Telecommunication Engineer - This individual must have a minimum of seven (7) years’ of relevant experience in Inside Cable Plant, Premise Distribution Systems, Grounding and Bonding Systems to support voice, data, video, building and security system installations. Must have work experience on large commercial projects. Should be with an engineering degree and good English speaking and writing skills. Experienced in the design and implementation of telecommunication pathways, spaces and cable plant projects. The individual shall be an RCDD Registered Communications Distributions Designer.
Document Controller - an English speaking Saudi Arabian national to provide project document and drawing control and accountability of sensitive information through the completion of the WORK.
Procurement Specialist - capable of initiating and supervising material procurement activities, including material follow-up, material tracking, and storage, provision of all necessary material clearance and delivery certifications, material transportation to WORK Sites, design/equipment documentations, material accountability, and spare parts packages as well as coordinating procurement activities with Affiliate CONTRACTOR Procurement Manager. This individual shall have a minimum of two (2) years relevant experience in Saudi Arabia.
Drafting Supervisor – an English speaking individual to provide drafting support through the completion of the WORK, with minimum of two (2) years experience in CADD (Computer Aided Drafting and Design) with Microstation SE software application.
Lead Data Network Engineer - English speaking and writing employee at least CCNP, CWNA, CEH or LPT and above certifications or equivalent. Must be an expert-level in the architecting Enterprise Data Network solutions. He will be responsible to design, implement, document, and commission Campus LAN/WAN, Wireless LAN, Network Security Systems, and Network Management System infrastructures. Must have a minimum of seven (7) years relevant hands on experience in Core/Distribution/Access switches configurations, network traffic engineering, high availability, QoS, VPN, MPLS, network security strategies, firewall and IDS appliance, network access and authentication control, RADIUS, PKI/VeriSign certificate and encryption, e-mail and spam filtering, enterprise-grade content and web filtering technology, and real-time network monitoring and management
Lead Outside Plant Engineer - This individual must have a minimum of seven (7) years relevant experience in Outside Plant Design/Construction. Must have work experience on Large commercial projects. A College degreed professional with English speaking and writing skills. This individual must be a BICSI (OSP or RCDD) certified designer or equivalent. Have the ability to track, prioritize, and complete multiple projects simultaneously. Understanding of telecommunications industry; knowledge of accepted engineering practices. Individual must have the ability to understand the various levels of customer requirements and offer network solutions.
Safety Engineer – individuals experienced in safety procedures and practices to prevent injury, loss of life and damage to assets. Individual shall be responsible to actively implement loss prevention in the installation activities and promote loss prevention to CONTRACTOR employees throughout contract execution and comply with Saudi ARAMCO loss prevention requirements as outlined in contract Schedule “D”. The Safety Engineer shall have a minimum of two (2) years related experience. Experience with previous SAUDI ARAMCO projects is preferred.
