Whom do we blame

My heart bleeds wen i see underaged children on d street and 'working' as bus conductors.is it d govt's or paremts' fault?

What is the difference with graduates of high intellectual disposition hawking from one company 2 the other, writing test endlessly and some even got themselves involved in some jobs like Okada, bus /taxi driver, name it? The cause is multifaceted but the solution and the last resort is God.
