You'll need to Approach Broadcasting Organisation of Nigeria BON they'll help with the regisration, ( I hope am right)

I've been tru google up n down and the best i got was NCC
and they only handle telecoms.

If you hav checked BON as dtv said, then u can also lookup NCC. They ar in charge of bandwidth allocations and monitoring. Not just telecoms but communications in general.
