Helping small and medium enterprises by Banks is not for the masses

I have come to find out that the efforts by banks or SMEDAN to help Small and midium enterprises is geared more at helping themselves(as already established ) not start up bussinesses.
Just like in every job vacancy in which requirement for years of expirence are not less than 3 years you find banks requesting for collateral.Start ups cannot provide collaterals.
There are more ideas that can create jobs but lack financing
In other countries foundations ,government organizations and there likes are requesting for proposals for viable enterprise development(check www.bidnetwork.org/) as an example
