Fed. Govt White paper on HND holder's career progression. Wat is implication?

It may interest u to know dat FGN of recent made a pronouncement that HND holders in its service will now henceforth be promoted up to GL.17 like their BSC counterparts and dat the least academic qfn. for join the service now stands at ND/NCE. Against this background, I wish know the legal implications of this pronouncement and while should some FG AMDs violate such pronouncement by the FEC's meeting with impunity.
