MODE OF OPERATIONS
i) Monitoring recruitment exercises by Government establishments at the three tiers of Government nationwide in order to ensure fair and equitable distribution of manpower among the federating units in each of such establishments in accordance with the approved Guidelines and Formulae;
ii) Monitoring and ensuring fair distribution of socio-economic amenities and infrastructural facilities by public service establishments nationwide, among the federating units;
iii) Receipt, analysis and publication of the manpower statistics of government establishments nationwide namely: - ministries, extra-ministerial departments, parastatals, agencies etc. at the three tiers of Government particularly, at the Federal level;
iv) Redressing existing imbalances in manpower distribution in the public services as well as socio-economic amenities and infrastructural facilities;
v) Investigating and resolving complaints of marginalisation and deprivation in the provision of services mentioned in (i) to (iii) above.
vi) Enforcement of Federal Character Principle in all public service establishments including taking disciplinary measures against non- compliance.
DETAILS OF STAKE-HOLDERS
The Nigerian public, federal, state and local government authorities, government establishments, civil society, labour unions and indigenous communities.
DETAILS OF CUSTOMERS/CLIENTS
Public service establishments at the three tiers of Government nationwide namely: - ministries, extra-ministerial departments, parastatals, agencies, public Institutions and corporations.
RESPONSIBILITY FOR NON-COMPLIANCE
The Head or Staff of any Ministry or Government body may be prosecuted in court as prescribed in our Enabling Act.

Guiding Principles and Formulae for the Distribution of all Cadres of Posts
commencement:
In exercise of the powers conferred on it by section 4 (1) (a) of the Federal Character Commission (Establishment, Etc.) Decree No. 34 1996, the Federal Character Commission (hereinafter referred to as the ‘commission”) hereby prescribes the following Guiding principles and formulae specified hereto for the distribution of all cadres of posts in all services throughout the federation.
GUIDING PRINCIPLES AND FORMULAE
1. Each state of the Federation and the Federal Capital Territory shall be equitably represented in all national constitutions and in public enterprises and organizations.
2. The best and most competent persons are recruited from each state of the Federation to fill positions reserved for the indigenes of that state or the Federal Capital Territory.
3. Once a candidate has attained the necessary minimum requirement for appointment to a position, he shall qualify to fill a relevant vacancy reserved for indigenes of his state or the Federal Capital Territory.
4. Where the number of positions available cannot go round the states of the Federation or the Federal Capital Territory, the distribution shall be on zonal basis but in the case where two positions are available, the positions shall be shared between the northern zones and the southern zones.
5. Where he indigenes of a state or the Federal Capital Territory are not able to take up all the vacancies meant for them the indigenes of any state(s) or the Federal Capita Territory within the same zone shall be given preference in filling such vacancies. Provided that where the zone to which the preference is given fails to take up such vacancy the indigenes from any other zone shall be considered for the appointment.
6. Each states shall produce 2.75 per cent of the total work force in any Federal establishment while the Federal establishment while the Federal Capital Territory shall produce 1 percent for the indigenes of the Federal Capital Territory provided that the Commission may adopt a range so that the indigenes of any state of the Federation shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(a).
7. In the case of distribution on Zonal basis the Commission shall adopt another range such that the indigenes of a particular zone shall not constitute less than the lower limit or more than the upper limit of the range as set out in paragraph 12(b)
8. The six zones shall each consist of the following, that is
a. North Central Benue , Federal Capital Territory,
Kogi Kwara, Nassarawa Niger, Plateau.
b. North East Adamawa, Bauch, Borno, Gombe,
Taraba, Yobe
c. North West Jigawa, Kaduan, Kano, Katsina, Kebbi,
Sokoto, Zamfara;
d. South East Abia, Anambra, Ebonyi, enugu, Imo;
e. South South Akwa Ibom, Bayelsa, Cross River,
Delta, Edo, River;
f. South West Ekiti, Lagos, Ogun Ondo, Osun, Oyo.
9. Depending on the number of states within each zone, the Commission shall adopt three ranges such that the indigenes of any state within a zone shall not constitute less than the lower limit or more than the upper limit of the range applicable to the zone as set out in paragraph 12(c).

Dear Folks,I recently joined this forum after learning of release of NNPC employment letters, i was only peeping into this room to see testimonies, but there's one thing that most of hopefuls dont understand. there was heavy underhand game played by people in what i call "high level politics" especially in the EH categories.i hailed from one of the northern states, i hold a Bachelor of Eng (Mechanical), Masters in Energy Engineering and i was as at 2003 an assistant lecturer in ABU for a short period after which i joined Nitel/Mtel (companies wc we all know were allowed to crumble by bad decisions). I was not born into affluent family, we were homeless, the only thing of luxury that i know in my compound as a child was an olden days transistor radio but despite this my father made it mandatory to go to school. it was not an easy journey!When this NNPC advert came up in 2010 I saw it as a golden opportunity as an Energy Engineer. And the aptitude we all sat for (which more than 80% failed) is in a grade of questions that I myself can set to test students, added to this I believe I came from a state where competition is not fierce. During the interview I answered all, i mean all questions thrown correctly but my name is not on the list. A reasonable source told me that since last year the league of politicians mounted so much pressure on NNPC to manipulate their authentic list wc they used this subsidy crisis to force NNPC to buckle. So they compromised the EH list mostly. This was a skillful maneuver since most GT made it on merit. in this forum do you hear of EH testimonies on merit. it is as if EH are not even in this forum because they made the list without even applying for the job. This is a tragedy for Nigeria when we expend lots of energy to make it to the last point, already others have made the final list from their beds at home!So what Milanista and Sidimury said is accurate and that is why the peace we so much crave for in this country seems very remote because of cancer of corruption that is eating our bone marrows. I am Hausa, i am not tribal nor a racist or antisemite because my faith looks at it as dirty, filthy, disgraceful and evil but when in our beloved country one state will make 30 slots in EH against just 1 in another for heaven sake where are we heading to? Perdition? That is why so many feel cheated, subjugated and reduced to less than human. While I congratulate those GT that made it on merit, I warn them to be ready to work under some that dont even know what ought to be in their places of deployment because they dont deserve to be in NNPC.God bless Nigeria!God bless NNPC Hopefuls!

NNPC never called me though I had a high test score
and I know a top management insider and I am
also connected to a federal level politician.
Felicitations! to those of us who made it.
You can have my slot because I only intended to
work in the corporation for just a year.
Had it been that I was selected it would have
blocked the chance of another career hopeful.

According to the statistics, more Gts made the first batch compared with what is coming. About 200Gts are still coming. Not sure of Ops yet & close to 200 Ehs are also coming. The recruitment tilted in favour of candidates with courses that would require them undergo Fstp training(engineering, chemistry, geology etc). Cross river had 4Gts in the first batch while Kano had 6Gts. So pls lets stop all this arguements about marginalization until after the corporation is tru pls. I heard that the next batch will come 2-3 weeks after the first. So all things been equal, the 2nd batch will come before 27th July. One love

I don't know how very certain we are about this info of 30EHs being from Bayelsa.However,let us rememeber that this has always been the case and bane of Nigeria.If d Hausa man is in charge,he will put his people evrywher, if its the yoruba man,even worse,if Ibo, well sometimes I don't understand them, they find it easier to help others that their brothers. I am an EH and it seems we share very similar uneviable backgrounds like most people in this thread. No regrets though. I also think I did very well in d test and I did answer all my questions except for the tricky one unrelated to my field, thrown by ENGR Yakubu himself, but almost everyone on the panel literally fought for me,by making suggestions,pushing me into saying d right thing,just to see that I convinced Yakubu on my capability. I can't say its cos of my excellent grade and masters cos there are those with excellent grades that were not even called for test and those that did not make it at this last stage. And I ve got nobody at all at all anywhere who could help in any way,the only thing I did was Fast and Pray. This too is not even d reason for my success. I disagree that this process is fraudulent cos I knew nobody too, though it may not wholly be transparent. The race is not to the swift,nor the battle to the strong ....Shalom.

NNPC clearly will need more than 5000 new recruits in addition to thier workforce to make an efficient post PIB organisation(my thoughts)
if NNPC needs only a day's revenue to pay 5000 new, eager auspicious recruits once in a whole year,Why not employ every 1 if they nid every1?

I am also priviledged to have access to "ALL" the Senators and Honourable members of the Federal Republic of Nigeria, because I work in a Bank in National Assembly. But whom am I mortal to say yes when the ALMIGHTY GOD has not said so? This is because for a long time, I heard a rumour that some were getting slots after some payments to certain amount of about N700k ( don't know how true though )
It hurts; not that others made it, but rather that after close to a year of waiting, one did not make it in this first list, which MAY be the only one, except the ALMIGHTY GOD intervenes.
I wish all of us GOD's favour in our endeavours.

@surj: just got clarifications from them on the recruitment process, if it was still in progress, or if it had been scuttled.
The honourable members said after the subsidy probe, they lost "influence" towards the NNPC per se.
However, I plead for careful construing of my post.
Was at Federal Character Commission headquarters in Abuja today to see a commissioner to ask for verification on the process. I was reliably informed that, they (the commissioner in particular) was not aware of the NNPC recruitment process.
I beg for differing opinions though, on some of my postulates.

Guys, please lets stop making comments we can't substantiate. This recruitment was fair. As regards the Eh category, it won't be totally right to think it was based on state quota. It is possible that some states do not have persons with the relevant job history to categorize them as eh. Most of the oil and has coys are in the south south so you will rightly expect them to present more experienced hands.
