National consultants for state peer review mechanism (sprm) roster of experts

The National Economic Council (NEC), in 2007,assigned to the Nigeria Governors’ Forum (NGF),the responsibility of developing and implementing a States’ Peer Review Mechanism (SPRM). As follow up to the NEC decision, the National Governors’ Forum (NGF) mandated its Secretariat to develop the SPRM. As a first step, the NGF Secretariat embarked on assessment tours of the 36 states of the Federation between 2009 and 2010 as part of a preliminary effort to gather baseline information, design a set of benchmarks, identify unique practices, and document challenges to development efforts at the state level. The NGF is building on this experience to articulate and adopt a systematic and robust Peer Review process for States which will commence in 2011. With the Support of DFID, the tools for the review are being finalized and a Programme Coordinator, Dr Afeikhena Jerome, has also been recruited for the process.The comprehensive peer review process will commence shortly, immediately after the April 2011 elections.

The NGF Secretariat is updating its roster of Consultants for possibilities of short or longer-term assignments and missions in a variety of fields related to the peer review process. We are therefore encouraging national consultants, who are available for assignments in States to submit a summary form and their full CV. We are looking for Consultants with qualifications and expertise within the following areas:
 Public Health
 Financial Management
 Project Management
 Monitoring and Evaluation
 Procurement
 Agriculture (including Crops, Agro-forestry, Fisheries and Livestock)
 Education
 Infrastructure (including construction and rehabilitation)
 Water and Sanitation
 Natural Resource Management / Environment
 Community Development
 Institutional Development and Capacity Building
 Micro and Rural Finance
 Gender

- Areas of Expertise (a maximum of two areas from the list in the Call for CVs)
- Employer and title of your latest job experience
- Language skills in English, Hausa, Yoruba and Ibo. (Please indicate level on a scale of 1 - 5 (1= basic knowledge and 5= full proficiency)
- Other languages for which you have at least a working knowledge

- Are you available for short-term assignments?
