SELECTION OF PPP JOBS FOR LEGAL EXPERT
REQUIREMENT FOR LEGAL EXPERIENCE.
DUTIES:
· Review project document and ensure that they are complaint with relevant laws of the Federation.
· Prepare briefings on PPP issues for the Director of Technical Services to ensure that decision makers are fully informed of all legal issues pertaining to PPPs.
· Liaise with the Federal Ministry of Justice and Federal Ministry of Finance on PPP legal matters
· Prepare position papers regarding PPP laws, regulations, guidelines, etc. for the Ministry’s representation.
· Identify contractual and commercial relationships in PPP projects under consideration assess risk management structures and providing modifications, where necessary.
· Assist in drafting and negotiating PPP/Concession contracts and advising the Ministry to what extent certain provisions could be amended without disturbing the key risk allocation goals of the Government.
· Review all FGN concession contracts entered into over the last 10 years and where necessary provide appropriate recommendations
· Planning, design, implementation of M&E systems: & Training in M&E development and implementation;
· Software and M&E IT systems and applications; including Information analysis and report writing with Computer skills and experience in data processing

QUALIFICATIONS:
·A Masters Degrees in Law, Economics, Business Administration or equivalent plus requisite professional membership(s)
· A Law degree plus requisite professional membership(s)
· Evidence of at least 5 years verifiable working experience with position papers regarding Privatization/PPP laws, regulations and guidelines
· Cognate experience in Privatization/PPPs transactions, contracts drafting/review and management
· Evidence of drafting and negotiating PPP/Concession contracts as well as advising government on risk related to PPPs.
· Work experience on legal issues under World Bank finance project or other International/multilateral donor organizations
· Proof of computer literacy in Microsoft word, excel etc.
