If it is cadet/rating u may be right and not as presently they are in lagos 4 screening b4 take off next month to overseas for trainings.the two thousand needed almost complete and their international passports ready accordingly.just make more finding.as par NIMASA,it is real cos it's fed govt regulator of marine transportatn.
