After getting info on FRSC test I decided to call the Sector Commander in my state to be very sure. Suprised that the man is not aware of it and he promised to find out and call me back. When he called, his answer was NO to the 8th-10th speculations, but advised that I should be pysically fit, get the Highway code and the FRSC Act, 2007. He said the test will come soon but no date has been fixed yet.
