D list was released yesterday's midnite. It is not placed. The officials are too strict. If you are an applicant, you'll have to go to your state of origin INEC's office with your original credentials. I mean all your credentials. If you are lucky, you'll start your documentation immediately which lasts for 3days. Best of luck
