a good hp laptop is about 70k - 80k, but it depends on what u want. Go for an hp laptop dat has atleast 1gb memory, 200gb hard disk, dual core, windows xp or vista, 2ghz speed.
Pentium 3,4,m, etc are now old stuff, instead go for dual core.
U can also get mini laptops for 55k - 60k. It depends on wat u want.
