Overview:
Head of IT Infrastructure provides operational leadership for all data/​voice networks, voice systems, networked video, data center infrastructure, application development, and IT Security architecture for International Aviation College.​ Also, assures appropriate management processes are developed and maintained to consistently achieve successful project deployments and production maintenance.​ In addition, the Head of IT Infrastructure assures that project organization, service quality objectives, and management methodologies are aligned with the IT Applications division and its management staff.​

The scope of this role will include all data center functions such as servers, virtualization, storage, backups, business continuity, and electronic mail.​ All networking such as internal/​public data networks, voice networks, voice systems, and networked video applications.​ This position could include application development, integration technologies, database, field services, and related teams and infrastructures.​

The Head of IT Infrastructure work, to construct, implement, and support an IT Security Architecture roadmap that supports corporate policies and federal regulations.



The Head of IT Infrastructure develops staff to perform and support these tools:

Responsible for feasibility studies, time and cost estimates, and the establishment and implementation of new or revised technologies as well as the development and management of the budgets from the list above.​

Assigns personnel to various projects and directs their activities; reviews and evaluates their work and prepares performance reports.​ Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities and methods.​ Consults with personnel in other information systems sections to coordinate activities and improve overall IT work capacity.​ Prepares activity and progress reports regarding the trended work capacity and balances this with incoming service request to set appropriate organizational expectation for service and to present opportunities for staff augmentation and/​or expansion during budget cycles.​

Responsible for customer service excellence and standards of behavior.​ Provides recommendations to the Senior Management regarding IT strategy, department level standards, policies, budget constraints, etc.​.​
Negotiates services and remediates issues with vendors.​ Act as a liaison between system vendors and internal customer/​user departments.​ Measure/​assures team compliance with change management, project management and all other IT standards.​
Supports the corporation philosophy, goals, objectives, mission, and vision through personal behavior, dress/​appearance, and customer/​staff interactions.​



Responsibilities:

  • Understands and helps refine IT Operations processes and standards in concert with the applications division.​
  • Manage team personnel and activities to build, update and maintain all infrastructures that serve flight school, business development, administrative, and financial applications /​ users.​
  • Integrates infrastructure team service requests with help desk personnel into core production support functions per IT standards.​
  • Build strong relationships with key department leaders and staff.​ Hold regularly scheduled meetings with key departments to provide status reporting, prioritize projects/​tasks, receive feedback.​ Provide forums for departments and IT for mutual goal sharing, service level monitoring and education on policies and procedures.​
  • Directs personnel to monitor flow of trouble tickets within the service delivery process and facilitate resolution.​ Serve as an escalation point for service recovery process.​ Leverages production support teams and support services teams through ticket analysis and cross-training resulting in faster problem resolution and improve overall IT productivity.​
  • Directs personnel in documenting and tracking ongoing or repeatable maintenance /​ service processes.​
  • Serve as mentor or teacher to others.​
  • Act as an intermediary between technology services and the business side as necessary.​
  • Manages upgrades and enhancements to existing infrastructures.​


  • Coordinate install upgrades and patches.​ Ensure documentation is maintained for all system modifications and enhancements.​
  • Ensure adherence to IT change control process.​

Leads/​directs supervisors/​managers to manage new infrastructure implementations

  • Manage staff/​engineers/​vendor resources in developing/​maintaining project plans, including tasks, owners and scheduled dates for all size projects.​ In conjunction with the project office, responsible for preparing project plans and maintaining all project management documentation for projects within section.​
  • Lead implementation of detailed tasks as required within the workplan for assigned projects.​ Accountable for due dates, driving tasks to successful completion and satisfactory customer sign off.​ Responsible for coordinating the test, training and go live phases.​
  • Prepare and deliver both technical and management oriented presentations.​
  • Keep abreast of innovations in technology and financial practices; make recommendations on new systems and solutions.​

Qualifications:
A Bachelor's Degree in Computer Information Systems or Finance/​Business, discipline and five years job related experience including three yeas IT technology management experience or equivalent experience required.​
Technical background in at least 3 of the following areas with demonstrated achievements using these skills:

  • Flight School Applications
  • Financial Applications
  • Microsoft Applications (Word, Excel, PowerPoint, Access, Project and etc)
  • Data networking.​
  • Voice networks, public networking, telecom systems, VOIP.​
  • Storage, archiving, and backup technologies
  • Server operating system administration
  • Database management and/​or maintenance
  • SQL, web development, or another application development platform.​

At least 2 years of management of IT function required.​ Must demonstrate experience with all of the items below:

  • Demonstrated experience with organizational development and/​or restructuring
  • Demonstrated business focus/​view of an IT function that would include development of tools and/​or programs for work capacity tracking and managing capacity and work through governance processes.​
  • Budget development/​compilation, reporting, variance tracking, and analysis.​
  • Contract analysis, negotiation, and administration.​
  • Vendor issue remediation regarding services, fees, contracting issues, and project deliverables.​
  • Roadmap or strategic planning.​
  • Successful project management of complex projects.​

Recommended Qualifications
At least 1 year of IT Security experience and CISSP certification.​
Cisco certification.​
At least 2 years of detailed project management experience with PMI certification.​
ITIL certification, masters preferred.​
