Land is critical to the economic, social and cultural development of Nigeria. It is crucial to the attainment of economic growth, poverty reduction and gender equity. Efficient land administration as a result, must be a requisite for development of States and indeed the Federation at large.

The land reform component of this imminent project aims to make the process of land administration in pilot States more transparent and simpler. Our client therefore seeks the services of Land Reform Specialist(s) with proven competencies in effecting land administration reforms. The successful candidate(s) shall be responsible for Supporting Land Administration Reform in pilot states in Nigeria. Specific duties for the role shall include:

Leadership and development of land reform strategy
Provide leadership for land administration reform in designated pilot area
Lead the development of strategy-based action plans for improvement of land administration in assigned pilot State; strategy must address the causes of low investment in land development, inclusion issues & lack of secure title to land
Contribute towards the development of land policy implementation approaches for the purpose of increasing security of tenure particularly for disadvantaged groups within pilot area; Contribute towards the development of more appropriate regulatory and/or land legal frameworks for disadvantaged groups.
Contribute towards the development of improved implementation methodologies for large scale land tools; tool must capture grassroots, gender and institutional issues identified by partners
Contribute towards research, and the evaluation and documentation of large scale land tools to deliver on the land reform process in designated State
Strengthen demand for reforms and promote good practice within pilot area

Management of land administration reform processes
Develop simpler, more transparent procedures for state land registry to increase processing speed and reduce cost of transaction
Design and install a more effective system for making serviced land available for new investment and expansion
Simplify and streamline the procedures for obtaining construction permits to allow investors to develop land quicker and at a lower administrative cost
Using well defined benchmarks/indicators, develop and implement an effective M&E regime for land administration in designated pilot area
Develop innovative business environment reform activities & ensure sharing of success stories through peer learning

Liaison with external agencies/partners
The incumbent shall be responsible for forging partnerships with relevant State agencies/departments, civil society and grassroots organizations, the private land sector, and other key stakeholders in pilot area; s/he shall actively promote project objectives within designated geographic borders, fostering existing partnership and initiating new ones.
Undertake technical activities within a political/institutional/land governance framework with related stakeholders/ partners
Contribute towards the continuous updating of stakeholders on global trends
S/he shall act as advocate for all issues relevant to land administration reform processes within designated operational area

Other emerging issues as determined by PMU

Position Requirements
The successful candidate must have good knowledge of concepts and approaches relevant to the land sector; ability to conduct independent analysis, identifying risks and challenges, formulating mitigating options and making apposite conclusions and recommendations. S/he must have excellent oral and writing skills; good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Education
Preferably a Masters Degree in land management/land administration/registry, law (with a land focus), geographic information systems or other relevant postgraduate qualifications; Candidates with Science and Engineering degrees will be considered if they have extensive relevant experience in land administration and outstanding leadership qualities

Work Experience
At least 5 years relevant experience in roles such as land management/land administration/land registry; spatial information/GIS; land law & development; etc
Experience in working with land departments in governments particularly on land reforms initiatives
Ability to develop Land Information Management Systems (LIMS) is very desirable
Knowledge of the land sector in regard to both urban and rural land would be an advantage, as is knowledge of the land sector issues at global and country level would be an advantage
