The Nigeria Program: URC is currently seeking a logistics advisor to take oversee the management of the pharmacy/logistics aspects of the CDC-funded PEPFAR program for comprehensive HIV/AIDS care and treatment in Eastern Nigeria. The five-year program is currently in Year 3 and supports health facilities in Enugu and Ebonyi States and an office in Enugu. PEPFAR program areas under this program are: ART (adult and pediatric), PMTCT, HCT (counseling and testing), TB/HIV, Laboratory infrastructure, Basic Care and Support (adult and pediatric), and OVC. The logistics Advisor, like all other program staff will be based in Enugu.

Responsibilities:
The Logistics Advisor will be responsible for the following:

§ Responsible for the forecasting, quantification, and maintenance of short, medium, and long term HIV and AIDs commodities (HIV tests kits, ARVs, Laboratory Equipment and supplies) and procurement plans to support the project sites.
§ Provide skills assessment, training, and supervision of the site project staff as needed in the area of forecasting, quantification and logistics management of health commodities in general.
§ Prepare procurement status report as required by the project.
§ Responsible for the assessment, design, implementation, strengthening, and maintenance of project site logistics system for HIV and AIDS commodities(Forecasting, procurement, distribution, management information systems, storage, quality assurance, and infrastructure)
§ Prepare logistics and support plans, deployment timelines and budget requirements for current and planned programs
§ Develop URC in-house capacity among program management, clinical services, laboratory services and M&E staff in all aspects of Supply Chain Management.
§ Provide skills assessment, training, and supervision support of project site staff in the area of supply chain management
  • Develop logistics report as required by the project, funders and the Government of Nigeria Establish and maintain efficient and effective procurement and logistics management systems and procedures as required by URC and CDC. These are developing tools, the dissemination of knowledge for improved supply chain performances,
  • Develop a strong collaborative partnership with local and national counterparts to implement assigned tasks by providing technical inputs. Carry out analysis and make recommendation as to their applicability in the programme area settings.
  • Participate in research and review of literature on current supply chain practices.
  • Advise management on the most cost efficient organization of URC – HACCI health commodities procurement and distribution and ensure accountability of processes.




Minimum Qualifications:
  • Bachelors Degree in Pharmacy and HIV/AIDS commodities logistic management experience.
  • 5 to 7 years of relevant experience in the design and management of logistics systems for health care services in developing countries. PEPFAR experience preferred. Note: candidates familiar with PEPFAR Nigeria logistics technical working group are preferred.
  • Experience in strengthening the logistics systems (health facilities, District level and Ministries of Health) in developing countries
  • Strong verbal, interpersonal, and written communication skills
  • Knowledge of pharmacy best practices in HIV care and experience in capacity building of health care workers at service delivery points
  • Familiarity with the Nigerian logistic management information system and Experience in preparing logistics reports essential
  • Strong ability to build networks and partnerships.
  • Familiarity with PEPFAR Nigeria pooled procurement system strongly preferred.
  • Strong time management and organizational skills; demonstrated ability to work well independently and in teams.
  • Track record of being able to produce work in a timely manner with flexibility when necessary to adapt to changing work conditions.
