The specific responsibilities of the incumbent will be as highlighted in the specific functions /results section.

Summary of key functions:

• Advise INEC on policies and strategies for building enduring partnership with development partners
• Review Assessment documents on past electoral activities and flag up issues to be addressed with the development partners
• Consult with relevant funding and participating institutions and obtain details of proposed results, outputs and activities to facilitate the matching of needs and priorities with national development objectives
• Coordinate donor partnership for INEC including the convening of meetings, dialogues and information management
• Prepare necessary briefing documents for the INEC to facilitate discussions with partners
• Analyze and produce synthesis of issues to be addressed with the development partners
• Assist INEC in negotiating relevant cooperation documents with partners
• Facilitate liaison between INEC and the donor community
• Prepare relevant presentations for INEC to facilitate dialogue with partners on the priority issues and strategic approaches of the 2007 Elections
• Provide analysis, advice and ideas on the next elections as well as options for successful engagement in this regard
• Undertake any other duties assigned by INEC to support the successful implementation of the Joint Donor Basket and other technical assistance provided to INEC
• Monthly updates on the delimitation process
• Periodic reports on meetings to facilitate the delimitation process
• At least 2 papers defining possible support to INEC and the Electoral Institute and ongoing developmental intervention
• The consultant will report to UNDP Senior Management and the Chairman of the Independent National Electoral Commission (INEC) through the Secretary of the Commission on all matters related to this contract.

Required Skills and Experience

Education:
Minimum of Master degree in relevant discipline of the thematic programme thrust of governance/international development

Experience:

Minimum of 10 years post qualification relevant experience

Knowledge of the UNDP/UN will be an added advantage
