JOB DESCRIPTION - LEAD DISCIPLINE ENGINEER

1 MAIN OBJECTIVE
The lead discipline engineer is the engineer responsible for his discipline in terms of technical and organizational matters within a specific project.
Lead Discipline Engineers (LDE) report operationally to the Project/Engineering Manager and functionally to their Department Managers.
2 RESPONSIBILITIES
For the discipline represented by him, the main responsibilities1 of the Lead Discipline Engineer are the following:

2.1 At Project launching stage
• Preparation and finalization, upon request from the Project/Engineering Manager, of the design basis and technical appendixes of the Contract.
• Supporting the Cost Control Engineer and the Schedule Engineer to define the reference schedule and the initial budget.
• Identification of technical risks and uncertainties in order to implement the means to mitigate them (participation in the preparation and implementation of the Project Risks Management Plan).
• Preparation of specific procedures (coordination and interface management with other engineering centers for example).
• Definition of his team organization for Project execution in close coordination with the relevant Department Managers and the Project/Engineering Manager.
• Participation in the definition and implementation of the Project Document Management System (providing the relevant input through the Document Control Manager and the Project Engineering Manager).
• Preparing the document register, including the document numbering for his discipline

2.2 During project execution
• Management in coordination with the Project Management Team of interfaces vis-à-vis Client and other external entities (Partners, Licensors etc.)
• Ensuring the Quality and conformance to contractual obligations of documents and deliverables in his discipline
• Participation during key project reviews; plot plan reviews, Hazop/SIL reviews, constructability reviews.
• Evaluation of the basic quantities assumed for Planning and Budget purposes (Engineering, Material, Construction cost).
• Assisting the Project/Engineering Manager and the Project Engineers for technical coordination of interfaces and for identification of potential deviations or discrepancies.
• Proactive participation to identify potential improvements to cope with the Project objectives, in terms of cost, quality and schedule.
• Preparation of the Job Specification and selection of standards in relation with Client, Project Management Team and other Lead Discipline Engineers, to optimize the design basis.
• Managing his team by keeping all members informed and aware of the stakes and by checking regularly that required data and information are timely available.
• Participation in the selection of potential Suppliers and Subcontractors for the preparation of the Master Vendor list and the Master Subcontractor list.
• Preparation of the technical bid tabulations.
• Preparation of the technical part of the Construction Subcontract Agreements and assistance to the Subcontract Engineer for the selection of the Construction Subcontractors.
• Complete management of the relevant Monodisciplinary Engineering Subcontracting Agreement, when applicable.
• Technical management, in the relevant discipline, of the Multidisciplinary Engineering Subcontracting Agreement, when applicable, in relation with the Engineering Manager.
• Management of internal requests for change in relation with the Project Engineering Manager.
• Supply of reliable progress status information to the Project Control Manager.


Service Description: LIFTING OPERATIONS ENGINEERING SERVICES

SERVICE
As part of the Technical Support team in Lagos, provide technical assistance in the preparation, organisation and administration of the crude liftings by tankers.
Ensure that all contacts are identified and procedures are in place before First Oil.
Efficient organisation of the logistics associated with the authorities and external persons. Any error may lead to delay in the liftings with risks of production cutbacks or stoppages or claims from the authorities, partners or clients.

ACTIVITIES
PRE-OPERATIONAL PHASE:
1. To identify, develop and implement the processes to manage the crude exports
2. To identify the entities, positions and names required for the smooth running of the processes:
within Field Operations (OIM, Pilots, Head of Prod...)
within (logistics, customs clearance, finance, partners...)
within the Group (trading, shipping, vetting...)
with the authorities (Customs, DPR, Port, Immigration, Health agencies...)
with external entities (consignees, inspectors...)
3. To develop and implement the procedures to:
liaise with all entities with reliable means
get any authorizations required
arrange the visits of the authorities and other external persons to the site
administrate the lifting documents
follow-up the rights of the partners
4. To carry out or participate in studies in his domain of competency at the request of the Head of Technical Support (e.g. Port & Safety Regulations; FPSO Security Plan; Cargo Management Operating Procedures; fiscal metering; PDMS; personnel training;...)

OPERATIONAL PHASE:
5. To assist in collecting data for production and lifting forecasts and To propose tentative schedules for the liftings based on production forecasts, activities plannings, lifting rights, priorities etc...
6. To contact and inform all entities and persons involved in due time with reliable means (official and non official) and organise the transfer and accommodation of the persons required on site for liftings.
7. To complete, dispatch and file lifting documents and manage all specific requests such as samples to take, documents to provide, claims to explain, surestaries to calculate etc...relative to lifting activities.
8. To assist in updating the PDMS database
9. To follow-up the rights of the partners
10. To carry out or participate in studies in his domain of competency at the request of the Head of Technical Support (e.g. on vessels database, statistics, specific reporting, fiscal metering...)

OBSERVATIONS ON ACTIVITIES AND MISSIONS
Ensure '' Group Referentiel'' is implemented throughout Project. Ensure respect of Nigerian regulation.
Support and implement the Project HSEQ management system (plans, procedures and specifications) for the discipline.

REQUIRED QUALIFICATIONS AND BACKGROUND
Qualification: Education: HND in petroleum engineering
Professional Experience (number of years): 5 years experience in an oil gas industry. Preferably in a terminal in charge of the liftings, but can be an operational people (production or in logistics or method department). Excellent communication skills and excellent organisational skills.
Good written and verbal English Language

Production level : During plateau period = 180 000 bpd
Staff managed: None
Technology involved in the job: Deep offshore, FPSO, offloading at the buoy or in tandem
Number of liftings: 65 per year of 1 Mbbl parcels

OTHER OBSERVATIONS ON THE SPECIFICITIES OF THE JOB AND ITS ENVIRONMENT
The significantly larger Nigerian Content for this FPSO compared to industry experience brings an additional challenge to this project.
