A reputable State Government Development Authority requires competent and high achiever individuals, capable of providing professional performance with good team mindset to fill the following positions:
Director, Development Control (Ref: 184/11)
Responsibilities:
Manages the Development Control Team and supports other departments in achieving the priorities and objectives of the Authority
Keeps a comprehensive record of land in the city
Prepares evidence for appeals, enquiries, hearings and written representations
Manages the overall budget for the Development Control Team
Scrutinises all planning applications, monitors their progress and grants approvals
Co-ordinates, supervises and monitors the work of the planning Enforcement Officers
Provides statistical data on Development Control
Advises the public, developers, statutory bodies and other interested parties on matters relating to the control and enforcement of development in conjunction with the Legal Department
Contributes to the preparation of policy statements and development briefs
Provides high standards of design for development proposed in the City
Responds to requests for services and complaints relevant to Development Control
Prepares reports for legal proceedings and attends court as necessary and where appropriate as an expert witness
Provides effective leadership and strong performance management of the Development Control Team using Service Planning, Budget Management, Risk Management, Performance Management, Performance Measurement and Team Meetings.
Encourages a learning culture and positively manages the training and development of the Development Control Team to ensure technical and professional competence
Qualifications and Experience:
Minimum of 15 years relevant experience
A Bachelor’s degree in Town/Urban Planning or Estate Management
A combination of training, education and experience in Development Control procedures and practices
Relevant professional qualification(s) will be an added advantage
Skills and Competencies:
Must have thorough knowledge of:
Public works administration, planning and design.
Preparing technical reports.
Strong Service/Project Management
Management and Technology Systems – including Development Control IT systems; using Geo-Spatial information Systems; using the Local Land and Property Gazetteer; developing Document Imaging
Public inquires and informal hearings, Public meetings, etc
Processing major and complex planning applications
